Questions & Answers about Burmistrz wydał oświadczenie o zamknięciu tej ulicy.
How would this sentence change if I used the lesson's target phrase w związku z instead of o?
It would change both the meaning and the grammar. ...oświadczenie o zamknięciu... means a statement about the closure itself. If you say ...oświadczenie w związku z zamknięciem..., it means a statement in connection with or due to the closure (for example, an apology for the traffic it caused). Grammatically, o takes the Locative case (zamknięciu), while w związku z requires the Instrumental case (zamknięciem).
What is the base form of zamknięciu and why does it end in -ciu here?
The base form is zamknięcie (closure). It is a verbal noun made from the perfective verb zamknąć (to close). Because it follows the preposition o (meaning "about" here), it must take the Locative case. Neuter nouns ending in -cie regularly change to -ciu in the Locative.
Why is "this street" translated as tej ulicy instead of keeping the Accusative case like in the phrase "to close this street"?
When a verb turns into a verbal noun (like turning "to close" into "the closure"), its direct object shifts from the Accusative to the Genitive case. So, while you "close this street" (zamknąć tę ulicę - Accusative), you talk about "the closure of this street" (zamknięcie tej ulicy - Genitive).
Could I use the imperfective verb wydawał instead of wydał here?
Only if the context was different. The perfective wydał emphasizes that the single action is completely finished and the statement is now published. The imperfective wydawał would mean the mayor was in the middle of issuing it when something else happened, or that he used to issue statements repeatedly in the past.
