Why do we use le instead of la for "her"?
la is a direct object pronoun, used when someone is receiving the action directly (like "I see her"). le is an indirect object pronoun, which means "to her" or "for her". Since you write a letter to someone, Italian requires the indirect object le.
Why does le come before the verb scrivi?
In Italian, these short indirect object pronouns usually go right before the conjugated verb. So instead of saying "you write to her", Italian phrasing works more like "to her you write" (le scrivi).
