This is completely normal and natural.
If you want past or future, you usually do use a form of бути:

Липень is in the nominative singular.
It is the subject of the sentence, so nominative is the expected form. The adjective теплий is also in the nominative singular because it agrees with Липень.
A learner may notice forms like липня elsewhere. That is a different case:
- липень = nominative
- липня = genitive
For example:
- У липні = in July (locative)
- До липня = until July (genitive)
But in Липень теплий, nominative is correct.
