In Russian, мочь (to be able / can) normally takes an infinitive: мочь + infinitive.
So Мы можем обсудить… literally means We can discuss… (we are able to discuss / it’s possible for us to discuss).

Why is it обсудить and not обсуждать?

This is the aspect choice:

обсудить (perfective) = to discuss (and reach some result / complete the discussion), “have the discussion”
обсуждать (imperfective) = to be discussing / to discuss in general or repeatedly, focus on the process

With a one-time planned event like tomorrow morning, perfective обсудить is very natural: Let’s have that discussion tomorrow.

What case is это, and why?

это here is the direct object of обсудить (to discuss what?), so it’s in the accusative.
For это, nominative and accusative look the same: это.
