Why is the verb investierten used here instead of the Konjunktiv I form?
In reported speech, we normally use Konjunktiv I. For the third-person plural (sie), the Konjunktiv I form is investieren. However, because this looks exactly like the normal present tense (sie investieren), we have to use the replacement rule (Ersatzform) and switch to Konjunktiv II to clearly show that it is reported speech. The Konjunktiv II form is investierten.
But wait, doesn't investierten also look exactly like the simple past tense (Präteritum)?
Yes! For regular verbs like investieren, the Konjunktiv II (investierten) is completely identical to the simple past tense. Because this can still be ambiguous, it would also be very common—and perfectly correct—to use the würden + infinitive replacement form instead to make the reported speech unmistakable: sie würden viel Geld in die Infrastruktur investieren.
Why is there no dass (that) after erklärten?
In German reported speech, it is very common to drop the conjunction dass. When you drop it, the reported clause uses normal main clause word order, keeping the conjugated verb (investierten) in the second position.
