In French, when you introduce or describe a noun that has an article (un, une, le, la) in front of it, you must use c'est. Even though administration is feminine, we can't say elle est une administration. You only use elle est directly with an adjective, like elle est lente (it is slow).

Why does lente come after administration?

Most French adjectives come after the noun they describe. Only a specific group of common, short adjectives (often remembered by the acronym BANGS for Beauty, Age, Number, Goodness, Size) come before the noun. Speed isn't one of those categories, so lente goes after the noun.

Why does lente have an "e" at the end?

Adjectives in French must match the gender of the noun they describe. Because une administration is a feminine noun, we add an -e to the masculine adjective lent to make it lente. This also changes the pronunciation so that you clearly hear the "t" sound at the end!
