Does the word in change if we are talking about a female driver?
No, Farsi does not have grammatical gender. The demonstrative in (meaning "this") stays exactly the same whether you are pointing to a man, a woman, or an object.
Could in mean "he" or "she" in this sentence?
Not here! While in can sometimes act as a pronoun meaning "this person" or "he/she" (for someone close by), here it sits right in front of the noun rânande (driver). This makes it a demonstrative adjective simply meaning "this".
