Learn Dutch: De overheid kan de schade op u verhalen. - The government can recover the damage from you.

In formal and legal contexts, the verb verhalen means "to recover" or "to recoup" a financial loss or damages. You will frequently encounter it in official communications from the government, police, or insurance companies.

Why do we use the preposition op (on) here instead of van (from)?

When verhalen is used to mean "recovering costs," it forms a fixed combination with the preposition op: schade verhalen op iemand. You can think of it conceptually as placing the financial burden on someone.

Is de overheid (the government) treated as singular or plural in Dutch?

De overheid is strictly a singular noun in Dutch. You can see this because it takes the singular conjugated verb kan instead of the plural kunnen. Unlike in English where collective nouns can sometimes take plural verbs, Dutch collective nouns like this remain singular.

In English legal texts, we usually say "damages" (plural). Why is de schade singular here?

In Dutch, schade (damage) is almost always treated as an uncountable, singular noun when referring to the total financial loss or physical destruction. While the plural schades exists (usually meaning distinct, separate insurance claims), de schade is the standard collective term used in legal contexts.
