Function Verb Structures

In formal Dutch, such as in politics, administration, or official council meetings, you will often encounter function verb structures (nomen-werkwoordverbindingen). Instead of using a single descriptive verb, the action is expressed using an abstract noun paired with a "light verb".

For example, instead of using the verb besluiten (to decide), formal language often uses the phrase een besluit nemen (to make a decision). The underlying meaning remains the same, but the tone becomes much more official.

The chairperson had to make a decision quickly.
De voorzitter moest snel een besluit nemen.
The chairperson took the proposal into consideration.
De voorzitter nam het voorstel in overweging.

Common Political Combinations

Different nouns pair with specific light verbs. In municipal council meetings, you will frequently hear standard combinations for formal procedures. Keep an eye out for separable verbs in these combinations, such as indienen (to submit) or innemen (to take).

  • een motie indienen (to submit a motion)
  • in stemming brengen (to put to a vote)
  • een standpunt innemen (to take a position)
The committee wanted to submit a motion today.
De commissie wilde vandaag een motie indienen.
The chairperson put the motion to a vote.
De voorzitter bracht de motie in stemming.
The government took a clear position.
De regering nam een duidelijk standpunt in.

Choosing the Right Light Verb

While nemen and brengen are common, other abstract nouns require different verbs entirely, such as treffen (to take/strike), voeren (to conduct), or doen (to do/make). Learning these fixed combinations is key to mastering the formal register of Dutch.

  • maatregelen treffen (to take measures)
  • een debat voeren (to hold a debate)
  • het woord voeren (to take the floor / to speak)
  • een toezegging doen (to make a commitment)
We had to take measures quickly.
We moesten snel maatregelen treffen.
After submitting the motion, she took the floor.
Na het indienen van de motie voerde zij het woord.
During the consultation, the alderman made an important commitment.
Tijdens het overleg heeft de wethouder een belangrijke toezegging gedaan.

Using Function Verbs in Sentences

Grammatically, these structures behave just like normal verb phrases. The light verb conjugates according to the subject and takes its normal place in the sentence, while the abstract noun acts as its object. If you use auxiliary verbs or subordinate clauses, the standard verb order rules apply.

The municipal council is making a decision about the project tonight.
De gemeenteraad neemt vanavond een besluit over het project.
The alderman will not put the proposal to a vote until tomorrow.
De wethouder zal het voorstel pas morgen in stemming brengen.
The municipal council has submitted the motion, but the commitment has not yet been made.
De gemeenteraad heeft de motie ingediend, maar de toezegging is nog niet gedaan.
