Thai คือ equates or identifies: ผู้จัดการคนใหม่คือคุณนิด “the new manager is Khun Nit.” It also introduces a definition or explanation: ปัญหาคือเวลาไม่พอ “the problem is that there is not enough time.” In formal prose, กล่าวคือ means “namely/in other words.”
English be covers all of these jobs plus properties and locations. Thai divides them. คือ is strongest when both sides identify the same specific entity or when the second side explains the first; it does not normally link a noun directly to an adjective or location.
Specific identification and equation
The central frame is identified expression + คือ + identifying expression. The first side presents a role, question, label, or description; the second tells the listener exactly who or what fills it.
ผู้จัดการคนใหม่คือคุณนิดค่ะ

The relation can often be reversed when both sides remain identifiable: คุณนิดคือผู้จัดการคนใหม่ also identifies Khun Nit as the new manager. This equating behavior is more characteristic of คือ than categorizing เป็น.
คือ versus เป็น: identification versus classification
คุณนิดเป็นผู้จัดการค่ะ

Khun Nit is a manager. (ordinary polite classification, female speaker)
ผู้จัดการที่ดูแลโครงการนี้คือคุณนิดค่ะ

The first assigns a professional role to a person. The second starts with a uniquely described role and identifies its holder. In a strongly contrastive setting คุณนิดคือผู้จัดการ can mean “Khun Nit is the manager,” but that does not make คือ the neutral profession copula in every context. Definitions and explanatory clauses
คือ can equate a term with a definition, or a broad noun such as ปัญหา, เหตุผล, or เป้าหมาย with a following clause.
ผู้สมัครคือคนที่ยื่นคำขอค่ะ

An applicant is a person who submits an application. (formal-polite definition, female voice)
ปัญหาคือเรามีเวลาไม่พอครับ
panha khue rao mi wela mai pho khrap
The problem is that we do not have enough time. (ordinary polite explanation, male speaker)
เป้าหมายของเราคือลดเวลารอของลูกค้าค่ะ
paomai khong rao khue lot wela ro khong luk kha kha
Our goal is to reduce customers' waiting time. (formal workplace statement, female speaker)
There is no Thai infinitive after คือ. In the last target, ลดเวลารอของลูกค้า is an unchanged event phrase that supplies the content of the goal.
Four frequent explanatory combinations

The hesitation-like คือว่า is common in conversation but unsuitable as a repeated filler in formal writing. กล่าวคือ is useful in academic and official explanation but sounds elevated in casual chat.
Time, aspect, and negation: a restricted paradigm
Unlike เป็น, equative คือ does not normally combine directly with the full range of aspect, modal, and negative markers. The equation stays invariant while time or aspect appears inside one side; negative identity uses ไม่ใช่. This distribution gap is a real grammatical fact, not a missing conjugation.

English conjugates be in “was,” “is,” and “will be.” Thai instead locates the identifying situation through the surrounding clause. Do not invent กำลังคือ, จะคือ, or ไม่คือ as default learner patterns.
Omission and short identification answers
When a question supplies the equation, the answer can retain only the identifying expression.
ใครคือคนดูแลโครงการนี้คะ

The short answers are natural because the requested slot is clear. Isolated คุณมาลี or เวลาไม่พอ does not itself encode the earlier question.

Common Mistakes
1. Using คือ for an ordinary profession statement
❌ เขาคือครูที่โรงเรียนนี้ครับ
Wrong for the intended neutral classification ‘he works as a teacher’; คือ makes a specific identification.
✅ เขาเป็นครูที่โรงเรียนนี้ครับ
khao pen khru thi rongrian ni khrap

2. Putting คือ before a property
❌ ห้องนี้คือเงียบมากค่ะ
Incorrect—เงียบ predicates directly.

3. Using คือ for physical location
