Thai คือ links an identifying description to the person, thing, value, or explanation that satisfies it. It is especially useful when the question is “Which one?”, “Who exactly?”, or “What does this mean?” English again uses be, but คือ is not a general translation of am/is/are.
The core order is description or topic + คือ + identifying value. The two sides are presented as referring to the same entity or as giving an explicit equation. In contrast, เป็น normally assigns the subject to a class or role.
Identifying the person or thing
Use คือ when one side supplies a description and the other side tells the listener exactly who or what fits it.
หัวหน้าโครงการคนใหม่คือคุณมาลีค่ะ

The new project lead is Khun Mali. (ordinary polite identification, female speaker)
คนที่โทรมาเมื่อเช้าคือเจ้าของร้านครับ

The expression before คือ is often already identifiable in the conversation: ผู้จัดการคนใหม่ “the new manager,” คนที่โทรมา “the person who called,” or demonstrative นี่ “this.” What follows resolves that description.
Compare the direction of information:
คุณมาลีเป็นผู้จัดการคนใหม่ค่ะ

ผู้จัดการคนใหม่คือคุณมาลีค่ะ

The new manager is Khun Mali. (ordinary polite identification, female speaker; identity with คือ)
The first sentence starts with a known person and assigns her a role. The second starts with a role-description and identifies its holder. This is a difference in how the speaker frames the information, not a change in English tense.
Equations, labels, and definitions
คือ also introduces a value, a label, a definition, or the content of an explanation. This use is common in careful conversation, presentations, instructions, and (formal) prose.
จุดนัดพบคือหน้าประตูทางเข้าหลักครับ
chut nat phop khue na pratu thang khao lak khrap
The meeting point is in front of the main entrance. (formal-neutral logistical identification, male speaker)
รหัสสำหรับเข้าระบบคือเลขหกหลักนี้ค่ะ

The system access code is this six-digit number. (ordinary polite explanation, female speaker)

The problem is that the device still cannot connect to the internet. (ordinary polite explanation, male speaker)
ขั้นตอนแรกคือกรอกชื่อในแบบฟอร์มนี้ค่ะ
khanton raek khue krok chue nai baep fom ni kha
The first step is to enter your name on this form. (ordinary polite instruction, female speaker)
In ปัญหาคือ... and ขั้นตอนแรกคือ..., what follows need not be a simple noun. It can be a clause or event description supplying the content of “the problem” or “the first step.” There is no English-style infinitive form in คือกรอก: กรอก remains an unchanged Thai predicate.
In spontaneous explanation, ก็คือ is very common. ก็ connects the answer to the current topic and often sounds less abrupt; it does not create a new tense or copula.
คนที่ดูแลเรื่องนี้ก็คือคุณนิดครับ

The person handling this is Khun Nit. (ordinary conversational clarification, male speaker)

The table is a guide to default construals, not a ban on every overlap. ห้องนี้คือห้องประชุม identifies this room as the meeting room in a particular choice set. ห้องนี้เป็นห้องประชุม characterizes or designates its function as a meeting room. The เป็น versus คือ guide develops this contrast.
Negative identification uses ไม่ใช่
The ordinary negative of an equation or identification is ไม่ใช่. Learners should not construct ไม่คือ by placing ไม่ directly before คือ.
คนที่ส่งข้อความมาไม่ใช่ผู้จัดการค่ะ

คือ itself does not inflect. A past or future setting comes from time expressions and context:
เมื่อวานสาเหตุคือระบบปิดปรับปรุงค่ะ
muea wan sahet khue rabop pit prapprung kha
Yesterday the reason was that the system was down for maintenance. (formal-neutral explanation, female speaker; past from เมื่อวาน)
พรุ่งนี้หัวข้อหลักคือแผนงานปีหน้าครับ
phrung ni huakho lak khue phaen ngan pi na khrap
Tomorrow the main topic will be next year's plan. (formal-neutral preview, male speaker; future from พรุ่งนี้)
Progressive กำลังคือ is normally incompatible with a stable identifying equation. If the situation is genuinely changing, Thai describes the change with a lexical predicate such as กำลังเปลี่ยนเป็น “is changing into,” rather than conjugating คือ.
Not every English be takes คือ
ห้องรับรองอยู่ชั้นสามครับ

The reception room is on the third floor. (ordinary polite information, male speaker; location with อยู่)

English uses be in all three translations. Thai chooses constructions by meaning: known entity + location, location + new entity, and direct property predication.

ผู้ประสานงานของงานนี้คือใครคะ
phu prasan ngan khong ngan ni khue khrai kha
Who is the coordinator for this event? (ordinary polite question, female speaker)

Common Mistakes
1. Using คือ before a direct property
❌ ห้องรับรองคือกว้างมากค่ะ
Incorrect—กว้าง is a full property predicate and needs no copula.
✅ ห้องรับรองชั้นล่างกว้างมากค่ะ
hong raprong chan lang kwang mak kha
The downstairs reception room is very spacious. (ordinary polite report, female speaker)
2. Building a negative equation with ไม่คือ
❌ หมายเลขนี้ไม่คือหมายเลขห้องผมครับ
Incorrect—negative identification uses ไม่ใช่.

4. Using คือ for physical location

Incorrect—physical location uses อยู่.

5. Adding an English article to the value

Incorrect—หนึ่ง is a numeral, not an indefinite article.
