Thai can place two negative expressions in one clause, but the result is not a mechanical rule that “two negatives make a positive.” Each negative has its own scope. In ไม่ใช่ว่าไม่อยากไป “it is not that I do not want to go,” the outer ไม่ใช่ว่า rejects a proposed explanation and the inner ไม่ denies wanting. The speaker may indeed want to go, yet usually presents that positive conclusion cautiously rather than asserting it enthusiastically.
This qualified effect is called a litotic reading: a speaker approaches a positive idea by rejecting its negative counterpart. Other double-negative patterns express necessity, correction, or a limit on how negative a judgment is. Thai keeps every predicate unchanged; context and word order, not tense inflection, identify the intended relation.
ไม่ใช่ว่าไม่…: reject a negative explanation
The highly productive frame ไม่ใช่ว่า + negative clause means “it is not that + negative proposition.” It commonly precedes แต่ “but,” because the speaker first blocks an overly simple interpretation and then gives the real qualification.
ไม่ใช่ว่าผมไม่อยากไปครับ แต่ช่วงนี้งานยุ่งมาก

The positive inference is deliberately weaker than a direct assertion. ไม่ใช่ว่าอาหารไม่อร่อย resists “the food is bad,” but it does not necessarily mean “the food is excellent.” The following qualification can still identify a real problem. English speakers often miss this interpersonal work because English not that it isn't… can sound more rhetorical; in Thai the frame is a normal way to correct an inference without sounding needlessly confrontational.
ไม่…ไม่ได้: the event cannot be left undone
In ไม่ + event + ไม่ได้, the first ไม่ places nonperformance under the later ไม่ได้ “cannot.” The literal logic is “not doing it is impossible,” which yields a strong practical or normative necessity: it must be done. This is a modal-scope construction, not emphatic negation.

Compare แจ้งไม่ได้ “cannot notify / notification is not permitted or possible” with ไม่แจ้งไม่ได้ “cannot not notify.” The first negative in the longer form is therefore essential. Aspect and time remain independent. เมื่อวานเรื่องนี้ไม่แจ้งไม่ได้ locates the necessity in yesterday's circumstances; it does not conjugate either negative. พรุ่งนี้จะไม่แจ้งไม่ได้ projects the same “cannot fail to notify” relation prospectively, though a clearer formal statement often uses จำเป็นต้องแจ้ง.
ไม่ได้ไม่…: a corrective denial
Speakers may place ไม่ได้ before a negative predicate to reject the claim that the negative description applies. The form ไม่ได้ไม่เห็นด้วย means approximately “it is not that I disagree.” This is commonest when correcting someone else's inference; it is more marked than simply saying เห็นด้วย “agree.”
ผมไม่ได้ไม่เห็นด้วยครับ แค่ขอดูตัวเลขอีกครั้ง

Here the first ไม่ได้ denies the realization or applicability of the following negative stance. The frame depends heavily on corrective discourse. Without such a context, a direct positive predicate is clearer. It also differs from ไม่ใช่ว่าไม่…: the latter explicitly rejects a proposition introduced by ว่า, while ไม่ได้ไม่… is a tighter conversational correction.
ไม่ถึงกับไม่…: set an upper limit on criticism
ไม่ถึงกับ + negative predicate says that a situation does not reach the extreme described by that negative. It often produces a restrained, partially positive assessment without erasing reservations.
ข้อเสนอนี้ไม่ถึงกับใช้ไม่ได้ครับ แต่ต้องแก้รายละเอียดหลายจุด

The second example contains separate scopes: ไม่ได้เงียบ denies quietness, while ไม่ถึงกับ [นอนไม่ได้] denies the stronger conclusion that sleeping is impossible. The additive ก็ helps connect the concession; it is not another negative.

The first answer weakens a disagreement; the last makes postponement practically necessary. Bare ไม่ครับ could answer the opening question, but it would leave unclear whether the speaker rejects the negative proposition or confirms disagreement. Repeating the relevant predicate is safer when two negatives are already active.
Common Mistakes
1. Omitting the inner negative
❌ ไม่ใช่ว่าผมอยากร่วมงานครับ แต่ต้องตรวจตารางก่อน
Incorrect for the intended meaning ‘it isn't that I do not want to join’; without the inner ไม่, the clause instead denies that the speaker wants to join.

2. Copying two adjacent English negatives
❌ ฉันไม่ไม่ชอบวิธีนี้ค่ะ
Incorrect—standard Thai does not create a qualified positive by simply doubling ไม่ before one predicate.
✅ ไม่ใช่ว่าฉันไม่ชอบวิธีนี้ค่ะ แต่อยากปรับขั้นตอนนิดหน่อย

3. Reversing the necessity frame
