تعارف is a broad Iranian system for managing respect, generosity, distance, and the wishes of other people. In one common pattern, someone offers, the other person initially declines or minimizes their need, and the first speaker may offer again. The words alone do not mechanically reveal the final intention: timing, specificity, repetition, practical circumstances, and the relationship all contribute.
There is no universal “three-refusal rule,” and not every offer is insincere. Treating taʿârof as deception or as a national personality trait is both inaccurate and unhelpful. English often rewards immediate acceptance: “Would you like tea?” — “Yes, please.” In many Iranian settings that response is possible, especially among close friends or when speed matters. An initial polite refusal is nevertheless common because it displays awareness of the host's effort. The underlying contrast is not truth versus falsehood; it is propositional content versus the social action performed by the turn.
At home: hospitality without guessing games
The host has privileged knowledge about what is available; the guest has privileged knowledge about hunger, allergies, time, and comfort. Good interaction lets both kinds of knowledge become explicit. A concrete renewed offer—naming the food, saying it is ready, or asking how much—usually carries more practical force than a vague بفرمایید.

If you truly cannot eat something, politeness must not hide a medical or practical need. State the constraint directly and thank the host. Repeating only نه، ممنون can be interpreted as modest hesitation; adding حساسیت دارم or دیگر جا ندارم makes the decision clearer.
خیلی لطف دارید، اما به گردو حساسیت دارم.
kheyli lotf dârid, ammâ be gerdu hassâsiyyat dâram.

In shops: ritual generosity does not cancel the price
A shopkeeper or service provider may say قابل شما را ندارد or colloquial قابلی ندارد, literally “it is not worthy of you.” In an ordinary sales context, this often minimizes the value as politeness; it does not normally mean the item or service is free. The safe response is warm acknowledgment followed by a specific price question or payment action.
قابل شما را ندارد؛ مهمان ما باشید.

If a friend genuinely pays for you or a business explicitly waives a charge, the surrounding action will normally confirm it. In any safety-, money-, transport-, or lodging-related matter, clarify the practical arrangement. Politeness never requires accepting an ambiguous financial obligation.

Invitations: specificity is a sincerity cue
An Iranian invitation may be a warm social formula, a genuine plan, or both. A specific day, time, address, guest list, follow-up message, or question about availability makes coordination more concrete. A vague حتما تشریف بیاورید expresses goodwill but is not yet a complete plan. This does not make it “fake”; it means its social function may precede its scheduling function.
یک شب حتما تشریف بیاورید منزل ما.

You must come to our home one evening. (warm but unscheduled invitation)

Register and roles
بفرمایید is exceptionally flexible: it can invite someone to enter, sit, eat, speak, take an item, or proceed. Its meaning comes from the visible situation. تشریف بیاورید is more deferential than بیایید; among close friends it may sound playful or ceremonious, while in respectful hosting it is ordinary.
بفرمایید داخل، بیرون سرد است.

Please come inside; it is cold outside. (welcoming)
