Persian can bracket two alternatives with repeated چه ... چه or خواه ... خواه: چه بیاید چه نیاید، جلسه را شروع میکنیم “Whether he comes or not, we will start the meeting.” The alternatives are presented as exhaustive, and the main clause normally remains true in either case. This is an indifference or unconditional reading, not simply a request to discover which alternative is true.
چه ... چه is the broadly neutral modern pattern. خواه ... خواه is (formal/literary) and common in carefully balanced prose. Both require parallel alternatives: noun with noun, prepositional phrase with prepositional phrase, or clause with clause.

English whether ... or covers both uncertainty and indifference. Persian often separates them: an embedded question uses آیا ... یا ... or اینکه ... یا ..., while repeated چه/خواه says that the following conclusion is insensitive to the choice.
چه هوا آفتابی باشد چه بارانی، برنامهی سفر تغییر نمیکند.
che havâ âftâbi bâshad che bârâni, barnâme-ye safar taghyir nemi-konad.
Whether the weather is sunny or rainy, the travel plan will not change. (neutral formal; two exhaustive states)
چه قبول کنی چه نکنی، من تصمیمم را گرفتهام.
che qabul koni che na-koni, man tasmim-am râ gerefte-am.
Whether you accept it or not, I have made my decision. (neutral; indifference to the addressee's response)
Parallel phrases
The alternatives do not need full verbs. Repeated چه can coordinate nouns, times, locations, or prepositional phrases, provided they perform the same syntactic job.
چه امروز چه فردا، باید این گزارش را تحویل بدهیم.
che emruz che fardâ, bâyad in gozâresh râ tahvil be-dahim.
Whether today or tomorrow, we have to submit this report. (neutral; parallel time phrases)
چه در خانه چه در محل کار، اینترنت پایدار لازم دارم.
che dar khâne che dar mahall-e kâr, internet-e pâydâr lâzem dâram.
Whether at home or at work, I need a stable internet connection. (neutral; repeated prepositional structure)
Repeating the preposition makes the balance immediately visible. Omitting it from the second alternative can be possible in a short coordinated noun phrase, but symmetry is safer in long prose.
The ordinary یا ... یا pattern chooses or contrasts alternatives; see Correlatives. Repeated چه additionally scopes those alternatives under an unchanged result.
خواه ... خواه in formal prose
خواه here is historically related to “want,” but in this correlative it is an invariant linker. Do not conjugate it to agree with the alternatives. It is productive in formal argument, regulations, and elevated prose; conversation normally prefers چه ... چه or فرقی نمیکند.
خواه نتیجه مثبت باشد خواه منفی، همهی دادهها باید منتشر شوند.
khâh natije mosbat bâshad khâh manfi, hame-ye dâde-hâ bâyad montasher shavand.
Whether the result is positive or negative, all the data must be published. (formal/academic)
خواه از راه زمینی سفر کنید خواه هوایی، بیمه الزامی است.
khâh az râh-e zamini safar konid khâh havâyi, bime elzâmi ast.
Whether you travel by land or by air, insurance is compulsory. (formal administrative)
The second alternative ellipses از راه ... سفر کنید, but the parallel adjective هوایی makes the recovery easy. In less balanced material, repeat more of the structure.
Embedded indifference
The whole correlative can complement predicates such as فرقی نمیکند “it makes no difference” or precede an evaluation.
برای من فرقی نمیکند چه با قطار برویم چه با اتوبوس.
barâ-ye man farqi nemi-konad che bâ qatâr be-ravim che bâ otobus.
It makes no difference to me whether we go by train or by bus. (neutral conversation; embedded indifference)
نمیدانم جلسه امروز است یا فردا.
nemi-dânam jalase emruz ast yâ fardâ.
I don't know whether the meeting is today or tomorrow. (neutral; embedded uncertainty, not indifference)
The contrast is decisive: the first speaker does not care which transport is chosen; the second lacks information and wants the true date.
خواه ناخواه
The fixed expression خواه ناخواه means “willy-nilly,” “whether one wants it or not,” or more broadly “inevitably.” It is lexicalized and does not serve as a template for arbitrary new خواه + negative compounds.
با تغییر قانون، همهی شرکتها خواه ناخواه باید روش خود را عوض کنند.
bâ taghyir-e qânun, hame-ye sherkat-hâ khâh nâ-khâh bâyad ravesh-e khod râ avaz konand.
With the change in the law, all companies will inevitably have to change their method. (formal-neutral fixed expression)
A short exchange
— اگر باران بگیرد، برنامه لغو میشود؟ — نه، چه باران بگیرد چه نگیرد، برنامه را داخل سالن برگزار میکنیم.
— agar bârân be-girad, barnâme laghv mi-shavad? — na, che bârân be-girad che na-girad, barnâme râ dâkhel-e sâlon bargozâr mi-konim.
— If it rains, will the event be cancelled? — No; whether it rains or not, we'll hold the event indoors. (neutral conversation)
Common Mistakes
1. Marking only one alternative
❌ چه امروز یا فردا گزارش را میفرستم.
Incorrect — the correlative requires repeated چه, while an ordinary choice uses یا ... یا.
✅ چه امروز چه فردا، گزارش را خواهم فرستاد.
che emruz che fardâ, gozâresh râ khâham ferestâd.
Whether today or tomorrow, I will send the report. (formal-neutral)
2. Mixing nonparallel constituents
❌ چه در خانه چه فردا، آنلاین کار میکنم.
Incorrect — a location and a time do not form parallel alternatives under one contrast.
✅ چه در خانه چه در کتابخانه، آنلاین کار میکنم.
che dar khâne che dar ketâbkhâne, ânlâyn kâr mi-konam.
Whether at home or at the library, I work online.
3. Conjugating correlative خواه
❌ میخواهم نتیجه مثبت باشد میخواهد منفی، منتشر میشود.
Incorrect — correlative خواه is invariant and must repeat symmetrically.
✅ خواه نتیجه مثبت باشد خواه منفی، منتشر میشود.
khâh natije mosbat bâshad khâh manfi, montasher mi-shavad.

4. Using the indifference frame for a genuine information gap
❌ نمیدانم آیا اتوبوس آمده است چه نیامده است.
Incorrect — an embedded information question pairs آیا with یا/یا نه, not with correlative چه.
✅ نمیدانم اتوبوس آمده است یا نه.
nemi-dânam otobus âmade ast yâ na.
I don't know whether the bus has arrived or not.
