How is the verb genişletilecek built from the root word?
It comes from the adjective geniş (wide). First, it gets the -le suffix to become the verb genişle- (to expand or get wider). Next, we add the causative suffix -t to make genişlet- (to widen something). Then, the current lesson's passive suffix -il is added to get genişletil- (to be widened). Finally, the future tense suffix -ecek makes it genişletilecek (will be widened).
Why doesn't Liman take the accusative case (like Limanı) if it is the thing being widened?

In standard written Turkish, adverbs of degree like biraz (a little) go right before the verb they modify. Putting it at the end would sound like a casual afterthought in spoken Turkish, because standard rules require the main verb to be at the very end.
