Why doesn't plan have an ending like planı if it is the object of the sentence?
Because it is an indefinite object ('a new plan'). In Turkish, we only add the specific object ending when we are talking about a specific thing, which answers the question Neyi? (What specific thing?). Since this is just a general 'plan', it doesn't take that ending. It answers the general question Ne? (What?).
