How does konuşmam mean "I do not talk"? Where is the tense marker?

The aorist tense expresses general facts, habits, or personal rules. Using konuşmam implies "As a rule, I do not talk to the victim's family" or "I never talk to them." If you used the present continuous konuşmuyorum, it would mean you are simply not talking to them right now.

This is because "the victim's family" is a possessive phrase linking two nouns. The owner (kurban) gets the genitive "of" suffix (-ın, making kurbanın), and the owned thing (aile) must take the 3rd person possessive suffix (-si). Together they make kurbanın ailesi.
How does the word for "with" attach to make ailesiyle?
The word for "with" is ile. When you attach it directly to the end of a word as a suffix, it becomes -la or -le depending on vowel harmony. Because ailesi ends in a vowel, we also have to insert a buffer -y- to keep the vowels apart. So, ailesi + y + le becomes ailesiyle.
