I already know the word ลอง for "to try". Why does this sentence use ทดลอง?

You could, but it would completely change the nuance! If you used เป็นต้นไป, you would be saying "We will try using this policy from now on," which sounds a bit contradictory for a temporary "trial." Using ก่อน keeps the meaning as an initial step: "We will try it first (and see how it goes)."
