Why don't we say el vino or la cerveza here?
Because we are talking about an unspecified amount (like 'some wine' or 'some beer'). Spanish leaves out the article here, just like English does. Using el vino would mean you are asking about a specific bottle of wine.
Why is it quieres and not queres?
The verb querer (to want) is a stem-changing verb. For most forms, the e in the stem changes to ie, which gives us quieres for the informal 'you want'.
