Use în loc să before a verb. Because the phrase ends in să, the following verb must be in the subjunctive mood. While English often uses an "-ing" verb here (e.g., "instead of wasting time"), Romanian literally phrases it as "instead that we waste time."

instead of (+ verb)
în loc să

"În loc să" in the Past Tense

When talking about past choices, the main verb will be in a past tense. The verb following în loc să can often simply remain in the present subjunctive, borrowing its past meaning from the context of the main sentence.
