Doesn't migliore mean "better"? Why does it translate to "best" here?
In Italian, you create "the best" (the relative superlative) by adding a definite article (il, la, i, or le) to the comparative word. So while migliore means "better", combining it with the article to make la ... migliore changes the meaning to "the best".
Can I say la scelta più buona instead?
Yes, you technically can. However, migliore is the special, irregular comparative form of buono (good) and is much more common. Just like in English we say "best" instead of "most good", Italians strongly prefer migliore.
If the noun was masculine, would migliore change to miglioro?
