Если means if. It introduces a condition:
- Если страница не загружается = If the page isn’t loading
- попробуй обновить её = try refreshing it
This is a very common Russian pattern: Если X, (то) Y = If X, then Y.
In everyday speech, то is often omitted, as it is here.
Russian normally puts a comma between the if-clause and the main clause:
