Why is it Мне нужно, and not Я нужно or Я нуждаюсь?

Russian often uses an impersonal construction with нужно / надо to express “I need X”:

• Мне нужно короткое объяснение. – I need a short explanation.
  Literally: To me is necessary a short explanation.

Here:

• мне = to me (dative case)
• нужно = is necessary

You cannot say я нужно. Нужно doesn’t agree with я; it belongs to this fixed pattern кому + нужно / надо + что.

You can say:

• Я нуждаюсь в коротком объяснении этого правила.

But that sounds much more formal and bookish. In everyday speech, Мне нужно… / Мне надо… is by far the most common way to say “I need…”.
