Why doesn’t the sentence include ja for I?
Because Croatian verbs usually show the subject clearly by their ending.
Moram means I must / I have to, so the I is already built into the verb form. That makes ja unnecessary in most normal sentences.
You can add ja for emphasis:

But without emphasis, Moram se smiriti. is the most natural form.
