Why do we use "C'est" here instead of "Il est" to say "He is"?
When you state someone's profession and add an adjective or descriptor (like mexicain), you must use C'est un/une. If the profession stands completely alone, you use Il/Elle est without an article, as in Il est enseignant.
Why is there an un before enseignant? I thought we dropped articles with professions.
You leave out the article when using Il est with a bare profession. But because the profession is modified by the adjective mexicain, the structure changes to C'est and the indefinite article un is required.
What is the difference between enseignant and professeur?
