How does the double negative in نمیتوانستم ... نکنم translate to strong affirmation?

Why is نکنم in the present subjunctive when the sentence is clearly in the past tense ("couldn't")?
In Farsi, when you use a modal verb like توانستن (to be able to), it always forces the main verb into the present subjunctive, no matter what tense the modal verb is in. Here, the modal نمیتوانستم establishes the past tense, while نکنم simply completes the action in the required subjunctive form.
Why do we use the preposition به before سازمان? Doesn't "infiltrate" take a direct object?
In English, "infiltrate" takes a direct object ("infiltrate the organization"), but the Farsi compound verb نفوذ کردن literally means "to do infiltration" or "to penetrate."
