No, it is not! In spoken Farsi, you can just say آن ساعت زیبا سنگین است؟ and turn it into a question simply by raising the pitch of your voice at the end (rising intonation). Adding آیا at the beginning is a bit more formal, but it acts as a helpful flag that immediately tells the listener a Yes/No question is coming.

Why is the verb است (is) at the very end of the question? In English, "Is" comes first.
