When a sentence starts with an als (if) clause, we usually start the main clause with the resumptive adverb dan (then). However, using zo here changes the meaning to "in this way" or "like this". Instead of "If..., then you evacuate", it means "If..., this is how you evacuate".

Why is the word order zo evacueert u and not zo u evacueert?

Because the main clause begins with the adverb zo, it triggers inversion. In a Dutch main clause, the conjugated verb must take the second position. So the verb (evacueert) comes immediately after zo, followed by the subject (u).
