Why do we use de before arts instead of het?
In Dutch, nouns for people and professions are almost always de words. Since arts means doctor, it takes de.
Why is the formal u used here instead of jij?
The word meneer (sir) tells us that the speaker is talking to someone in a formal or respectful way. When you address someone as meneer or mevrouw (madam), you should always use the formal u for "you".
