Thai สามารถ is an invariant capacity predicate meaning “be able to” or “be capable of.” It normally stands before an event predicate, often with clause-final ได้: สามารถแก้ไขไฟล์ได้ “can edit the file.” The construction is especially common in policies, instructions, technical descriptions, presentations, and careful speech. Everyday conversation more often uses the shorter event + ได้.
Calling สามารถ (formal-neutral) does not mean that it belongs only to ceremonial language. It is ordinary professional Thai, but it can sound needlessly weighty in a casual exchange. The choice profiles capacity explicitly; it does not create a special formal conjugation.
The core capacity frame
The complement of สามารถ is an event, not merely the entity involved in that event. A language noun therefore needs a predicate such as พูด, อ่าน, or เขียน.

Clause-final ได้ is frequent but not an agreement ending. The event may occur without it when capacity is already clear, especially before a long complement. In ordinary policies and service language, สามารถ + event + ได้ is a dependable complete frame.
สามารถ, postverbal ได้, เป็น, and ไหว
English can conceals several Thai viewpoints. สามารถ + event (+ ได้) explicitly attributes capacity and fits formal-neutral presentation. event + ได้ is the usual broad conversational frame for practical ability, permission, or opportunity. event + เป็น presents learned know-how, while event + ไหว evaluates whether a particular demand is manageable.

These are not interchangeable synonyms. A notice saying สามารถจอดรถได้ announces an available or permitted option in a formal-neutral way. A friend is more likely to ask จอดตรงนี้ได้ไหม. The full comparison appears on ได้, เป็น, สามารถ, and ไหว.
The unchanged headword in time and aspect
สามารถ does not change for the subject or tense. Since it presents a capacity state rather than an unfolding physical action, bare กำลังสามารถ is not the neutral equivalent of English is being able. Thai puts กำลัง on an actual ongoing process, or uses เริ่มสามารถ...ได้ when a capacity is emerging.

No form of สามารถ corresponds by itself to could or will be able. The earlier context, the developing process, แล้ว, จะ, and negation build those readings around the same headword.
สามารถที่จะ and nominal ความสามารถ
สามารถที่จะ + event is grammatical (formal/careful) and can help introduce a long or rhetorically prominent complement. The shorter สามารถ + event is usually enough. ที่จะ here belongs to complement packaging; it is not an infinitive ending on the following verb.
ผู้เรียนจะสามารถที่จะประเมินข้อมูลจากหลายแหล่งได้ครับ

Learners will be able to evaluate information from multiple sources. (formal academic objective, male voice)
ความสามารถ is the noun-like expression “ability, capability, competence.” It can be possessed, developed, or assessed: พัฒนาความสามารถในการอ่าน “develop reading ability.” It is not a participle or conjugated form of สามารถ.
การฝึกสม่ำเสมอช่วยพัฒนาความสามารถในการฟังค่ะ

Negation, omission, and register
The neutral formal negative is ไม่สามารถ + event (+ ได้). Compare ไม่ได้ส่งไฟล์ “did not send the file” with ไม่สามารถส่งไฟล์ได้ “was/is unable to send the file.” The first denies occurrence; the second denies capacity or possibility.
เมื่อเช้าผมไม่ได้ส่งไฟล์ครับ

An object inside the event complement can be omitted when the question supplies it: ระบบสามารถอัปโหลดไฟล์นี้ได้ไหมคะ — สามารถอัปโหลดได้ครับ “Can the system upload this file? — It can upload it.” Do not normally strand สามารถ by itself: it still selects an event predicate. For the shortest natural reply, ordinary conversation uses ได้ครับ.

1. Giving สามารถ a bare language noun

Incorrect—สามารถ requires an event predicate, not just the language involved.

5. Making a casual reply unnecessarily institutional
