Thai สามารถ presents a participant, device, or system as having the capacity for an event. Its productive frame is สามารถ + event (+ ได้): สามารถเปิดบัญชีออนไลน์ได้ “can open an account online.” It is especially at home in (formal-neutral) instructions, policies, presentations, and careful explanations; ordinary conversation often chooses the lighter event + ได้.
This is not a formal conjugation of English can. Thai leaves every verb unchanged and builds the meaning through order: สามารถ comes before the event whose possibility it evaluates, while optional ได้ closes the capacity frame after that event.

The source of the capacity comes from context. A person may have training, a machine may have a designed function, or a regulation may make an action available. สามารถ itself does not distinguish innate skill, practical circumstances, or permission. State the relevant source when it matters: เพราะผ่านการอบรมแล้ว “because they have completed training,” หลังจากอัปเดต “after the update,” or ตามเงื่อนไขนี้ “under these conditions.”
หลังผ่านการอบรม เจ้าหน้าที่สามารถใช้เครื่องนี้ได้เองครับ

สามารถ versus conversational ได้
Compare two questions about the same event:
ฉันนั่งตรงนี้ได้ไหมคะ
chan nang trong ni dai mai kha
May I sit here? (ordinary polite question, female speaker)
ผู้เข้าร่วมสามารถเลือกที่นั่งได้ไหมครับ
phu khao ruam samat lueak thi nang dai mai khrap
Can participants choose their seats? (formal-polite event-planning question, male speaker)
The first treats sitting as a practical permission and sounds natural in a face-to-face exchange. The second asks about an explicitly defined option for a class of participants. Both may translate with English can, but the Thai register and information focus differ.
Clause-final ได้ is common after สามารถ, especially when the event is short: สามารถแก้ไขได้. It does not agree with the subject and is not a second English modal. The frame surrounds the event—preverbal สามารถ explicitly opens a capacity reading, and postverbal ได้ helps present that event as available. ได้ may be absent when the sentence is already structurally clear, particularly in definitions or longer formal prose.
เทคโนโลยีนี้สามารถลดการใช้พลังงานในอาคารขนาดใหญ่ค่ะ

This technology can reduce energy use in large buildings. (formal presentation, female speaker; final ได้ omitted)
Do not confuse this contrast with learned know-how event + เป็น or coping capacity event + ไหว. ว่ายน้ำเป็น says someone knows how to swim; ว่ายต่อไม่ไหว says continuing is beyond their present limit. The broader system is mapped on the four-way ability page.
Negation is placed before the capacity frame
The ordinary explicit negative is ไม่สามารถ + event (+ ได้). Here ไม่ denies capacity or practical possibility. This differs sharply from ไม่ได้ + event, which commonly denies that an event occurred, and from event + ไม่ได้, which places inability after the event.
ขณะนี้ธนาคารไม่สามารถยืนยันรายการได้ค่ะ
khana ni thanakhan mai samat yuenyan raikan dai kha
At present the bank cannot confirm the transaction. (formal service announcement, female voice)
เมื่อเช้าธนาคารไม่ได้ยืนยันรายการครับ
muea chao thanakhan mai dai yuenyan raikan khrap
The bank did not confirm the transaction this morning. (ordinary polite report, male speaker; occurrence denied)
English places not after an inflected auxiliary (cannot). Thai does not copy that template. สามารถไม่ส่ง would deliberately place a negative event inside the scope of capacity—roughly “be able not to submit”—and is not the neutral way to say “cannot submit.” For ordinary inability, choose ไม่สามารถส่งได้.
จะ, แล้ว, and aspect without conjugation
จะสามารถ + event + ได้ makes the capacity prospective: it is expected to become available later or under a future condition. สามารถ + event + ได้แล้ว says that the capacity is now available, often after a change. Neither จะ nor แล้ว changes the form of สามารถ.
หลังยืนยันอีเมลแล้ว คุณจะสามารถดาวน์โหลดใบรับรองได้ครับ

Because capacity is state-like, bare กำลังสามารถ is not the neutral counterpart of English is becoming able. Put กำลัง on a real developing process and use เริ่มสามารถ...ได้ for the emerging capacity.
เด็กกำลังฝึกทุกวันและเริ่มสามารถอ่านป้ายสั้น ๆ ได้เองครับ

An earlier capacity needs only an earlier context: ตอนนั้นสามารถ...ได้. Thai does not manufacture a past form of สามารถ, and แล้ว is not a past-tense suffix. The pages on time without tense and modal–aspect order develop that principle.

The staff member naturally answers with short ได้ครับ, not bare สามารถครับ. Once the event is recoverable, postverbal ได้ can stand as a complete acceptance; สามารถ normally still introduces an event predicate.
Common Mistakes
1. Giving สามารถ a thing instead of an event
❌ ผู้สมัครสามารถเอกสารภาษาไทยค่ะ
Incorrect—สามารถ needs an event predicate, not a bare noun phrase.
✅ ผู้สมัครสามารถกรอกเอกสารภาษาไทยได้ค่ะ

2. Copying English modal order

3. Negating after the whole event

Incorrect English-shaped negation; ไม่ must precede the capacity frame.

4. Treating แล้ว as a past ending

Incorrect—แล้ว does not conjugate สามารถ for past time.
