A region introduced in the heading remains active through clauses with no repeated subject; a location phrase narrows the warning; and เนื่องจาก supplies the reason for practical advice. Adding English dummy it or conversational particles would change the genre rather than make it more complete.

The slashes reveal analytic units for study. They are not word spaces to copy into Thai. Native bulletin spacing separates headings, measurement blocks, and clauses; the RTGS line exposes smaller boundaries while omitting tone and vowel length.
How the forecast holds together
A heading establishes scope for subjectless lines
Once กรุงเทพมหานครและปริมณฑล is named, the next lines need not repeat “the weather in Bangkok.” อากาศร้อน, the temperature ranges, and the wind phrase all inherit that regional scope. English editing often turns each into a full clause with it is or there will be; Thai bulletin style values compact, parallel information blocks.
The forecast still restores an explicit participant when advice begins: ประชาชน and ผู้ที่เดินทางในช่วงเย็น identify who should act. Omission is therefore controlled by information flow, not a rule that formal Thai never states subjects.
Measurements use three different quantity frames
ร้อยละ 40 ของพื้นที่ is a proportion of geographic coverage. 26-28 องศาเซลเซียส is a range whose written hyphen is read ถึง “to.” 10-20 กิโลเมตรต่อชั่วโมง adds a rate with ต่อ “per.” These strings look visually similar because all contain digits, but their grammatical relations differ: proportion, endpoint range, and rate. The general numerical pattern is developed under percentages.
Modality calibrates uncertainty and obligation
อาจมี presents gusts and flooding as possibilities, not promises. ควร recommends protective behavior without asserting that every reader must comply under law. Negative ไม่ควร scopes over the recommendation: “should not remain,” not “it is not the case that remaining is recommended.” Thai verbs remain unchanged; future relevance comes from the validity period and forecast genre.
Clause linkage moves from conditions to consequences
โดยมี adds thunderstorms as an accompanying feature of the hot daytime pattern. บริเวณที่มี... limits the gust warning to thunderstorm areas. เนื่องจาก explicitly justifies extra travel time with possible standing water. This progression—conditions → localized hazard → public response—is the forecast’s discourse architecture.
No conversational particles does not mean impoliteness
The bulletin has no ครับ/ค่ะ/คะ because no individual is taking a spoken turn. Institutional concern is encoded through cautious prediction, explicit affected groups, and ควร. Adding นะคะ after every warning would create the voice of a presenter speaking personally, not improve the written forecast.
Reconstructing the institutional effect
The heading first fixes place and validity. The description then moves from broad thermal conditions to rain coverage and precise measurements. A relative clause narrows the hazard zone before advice names its beneficiaries. Finally เนื่องจาก connects the forecast to a practical consequence for travel.
This sequence creates authority without claiming certainty. Numbers make the bulletin inspectable; อาจ preserves uncertainty; ควร converts risk into proportionate advice. An isolated sentence such as อาจมีฝนตกหนักบางแห่ง cannot show how regional scope, timing, measurement, and public action have accumulated around it.
Common Mistakes
1. Adding English dummy “it” as มัน

Register and reference error—formal Thai weather clauses do not need English dummy ‘it,’ and the conversational particle is misplaced in a bulletin.

2. Reversing the percentage frame

Incorrect percentage order—formal Thai places ร้อยละ before the numeral.

3. Stacking จะ before possibility อาจ

Incorrect neutral modal order—future time is already established, and อาจ directly marks possibility.

4. Writing a bulletin like presenter talk
