News and academic Thai often place more information inside each noun phrase and clause than ordinary conversation does. A spoken sequence such as “the city tested the system; the test showed a problem” can become a chain built around การทดสอบระบบ “system testing,” ผลการทดสอบ “the test results,” and ปัญหาดังกล่าว “the aforementioned problem.” This is (formal) packaging, not a separate formal grammar.
The goal is not to make every sentence longer. Formal writers turn events into discourse objects, identify sources, and control when agents are explicit. The result is dense only when the reader can still recover who did what and how each package connects to the previous one; the broader reference principles are developed under paragraph cohesion.
From event sequence to information package

The first version profiles the team and its actions. The second profiles the evidential result. การวิเคราะห์ turns “analyze” into a noun-like process, and ผลการวิเคราะห์ lets that process become the source of ชี้ว่า “indicates that.” Neither version is inherently better: the choice depends on whether the discourse is about people acting or evidence supporting a conclusion.
Four productive packaging resources

These constructions can combine, but stacking all of them in one sentence quickly becomes opaque.
การ and ความ create reusable discourse objects
การ + action names an event or process: การเก็บข้อมูล “data collection,” การปรับปรุงระบบ “system improvement.” ความ + property/state names an abstract condition: ความปลอดภัย “safety,” ความแตกต่าง “difference.” Corpus research on Thai academic writing finds การ-nominalization especially characteristic of that register because it supports detachment and object-centered exposition.

The last sentence literally begins “from the surveying, it was found that...” English normally demands a dummy or passive subject, but Thai can leave the finding agent unexpressed because the method and genre make it irrelevant. This omission is licensed by information structure, not by a grammar without subjects.
Complex noun phrases carry propositions
A head noun followed by ที่ or ซึ่ง can incorporate identifying or supplementary information. In careful (formal) prose, ซึ่ง often signals an added relative proposition; ที่ remains broadly available across registers. Essential information should still stay close to the noun it identifies.
มาตรการที่รัฐบาลประกาศเมื่อวานจะมีผลต้นเดือนหน้า
mattrakan thi ratthaban prakat muea wan cha mi phon ton duean na
The measure that the government announced yesterday will take effect at the beginning of next month. (formal news style; identifying relative clause)
โครงการดังกล่าว ซึ่งเริ่มดำเนินงานเมื่อปีที่แล้ว มีผู้เข้าร่วมแล้วกว่า 2,000 คน
khrongkan dang klao sueng roem damnoen ngan muea pi thi laeo mi phu khao ruam laeo kwa song phan khon
The aforementioned project, which began operating last year, now has more than 2,000 participants. (formal news style; supplementary relative clause)
The comma-like pauses in the second target are represented by spacing, but Thai punctuation is less obligatory than English punctuation. The reader relies on the recognizable ซึ่ง clause and the return to the main predicate มีผู้เข้าร่วม.
Source attribution separates voices
News writing repeatedly answers “who says so?” Academic prose answers “what evidence supports this?” Thai places the source before verbs such as ระบุว่า “states that,” รายงานว่า “reports that,” พบว่า “finds that,” and ชี้ให้เห็นว่า “shows that.” The following ว่า-clause carries the proposition.
กรมอุตุนิยมวิทยาระบุว่าหลายพื้นที่จะมีฝนตกหนักในคืนนี้

Do not erase the agent merely to sound objective. The third example names ผู้วิจัย because responsibility for the proposal matters. Academic detachment means calibrating claims and evidence, not pretending that research has no researchers.
มีการ backgrounds the actor
The formal pattern มีการ + action presents an event as occurring while leaving its actor backgrounded or generic. It is common in administrative reports and news, but much heavier than an ordinary active clause.
มีการปรับเส้นทางเดินรถชั่วคราวเนื่องจากน้ำท่วม
mi kan prap sen thang doen rot chuakhrao nueangchak nam thuam
Bus routes have been temporarily adjusted because of flooding. (formal public-information style; action profiled, actor backgrounded)
เทศบาลปรับเส้นทางเดินรถชั่วคราวเพราะน้ำท่วมครับ
thetsaban prap sen thang doen rot chuakhrao phro nam thuam khrap
The municipality has temporarily adjusted the bus routes because of flooding. (ordinary polite report, male speaker; responsible actor explicit)
This minimal contrast shows the cost of impersonalization. The first serves when the practical change matters most; the second is better when readers need accountability. มีการ is not an English passive auxiliary and should not be inserted before every formal verb.
Cohesion across dense sentences
Once an event is packaged, later sentences can retrieve it with a shorter label, a demonstrative, or ดังกล่าว. Repeating the exact long phrase is unnecessary, but changing labels carelessly can imply a new entity.
คณะกรรมการอนุมัติแผนฟื้นฟูพื้นที่เมื่อวันอังคาร แผนดังกล่าวกำหนดให้เริ่มก่อสร้างในเดือนพฤศจิกายน อย่างไรก็ตาม การดำเนินงานยังขึ้นอยู่กับผลการประเมินด้านสิ่งแวดล้อม

The chain progresses from full แผนฟื้นฟูพื้นที่, to แผนดังกล่าว, to the related process การดำเนินงาน. Zero is not used at the paragraph's most delicate transitions because the text contains several possible institutional actors and events.
Ordinary-polite dialogue: editing for audience
บทสรุปนี้ใช้คำว่า “มีการ” เยอะไปไหมครับ

Does this summary use มีการ too much? (polite, male question)

A little too much. In sentences where responsibility matters, name the agency; reserve the มีการ construction for general procedures. (polite, female reply)
The exchange itself remains conversational even though it discusses formal prose. It uses recoverable subjects and ordinary vocabulary rather than imitating the density being edited.
Common Mistakes
1. Nominalizing every action
❌ การมีการประชุมของคณะกรรมการมีการเกิดขึ้นเมื่อวาน
Incorrectly overpacked—the repeated nominal and มีการ frames obscure a simple event.
✅ คณะกรรมการประชุมเมื่อวานนี้
khana kammakan prachum muea wan ni
The committee met yesterday. (neutral formal statement; direct clause is clearer)
2. Hiding an agent whose responsibility matters
❌ มีการอนุมัติงบประมาณผิดพลาด
Inadequate accountability—the sentence reports a mistaken approval but conceals who approved it.

3. Copying an English article into a formal noun phrase

Incorrect—หนึ่ง is not an indefinite article before ผลการศึกษา.

4. Adding an English tense auxiliary to a report verb

Incorrect—Thai does not build English present perfect with ได้ + เป็น before ระบุ.

Structurally opaque—the final ล่าช้า can attach to several nested processes.
