Headline compression is a bounded register
Because Indonesian has no obligatory articles, headlines can open with compact noun phrases. They also compress time and location and sometimes use a bare or reduced verb where body prose prefers full morphology. This is a marked journalistic convention, not evidence that affixes are generally optional.

Leads compress by prioritizing, not stacking
A lead puts the highest-value event first and adds only the context needed to understand it. The actor may lead when responsibility matters; the affected entity may lead when impact is newsworthy.
Hujan deras merendam sedikitnya 340 rumah di Kabupaten Aruna pada Rabu malam, menurut data sementara Badan Penanggulangan Bencana Daerah Kabupaten Aruna.

Attribution makes evidence traceable
Menurut + source frames a proposition as that source's account. Reporting verbs such as mengatakan, menyatakan, menjelaskan, mengklaim, membantah, mengonfirmasi, and melaporkan distinguish communicative acts.
Menurut Badan Meteorologi, hujan lebat masih berpotensi terjadi hingga Sabtu.
According to the Meteorological Agency, heavy rain may still occur through Saturday. (news attribution)

Katanya means roughly “he/she says” or hearsay “they say” (informal spoken). It is natural in quoted conversation, but unattributed katanya weakens evidential responsibility in edited news.

Active voice foregrounds the actor; di- passive foregrounds the affected entity or event. Passive voice does not excuse reporters from naming an important responsible actor when known.

Direct and indirect quotation
Direct quotation presents wording as the source's own and requires accurate punctuation and context. Indirect quotation integrates the proposition into the reporter's sentence and may use bahwa.
“Kami belum menetapkan tanggal pembukaan kembali,” kata Kepala Dinas Perhubungan Mira Sari.
‘We have not set a reopening date,’ said Transportation Office Head Mira Sari. (direct quotation)

3. Using katanya without an identifiable source
