Indonesian headlines compress events so that readers can identify the news quickly. They omit recoverable subjects, conjunctions, aspect markers, and reporting frames; pile nouns into compact groups; and often use a bare verb where ordinary prose expects an actor-voice meN- form. The result is not defective prose but a specialized journalistic register.
This page explains how to reconstruct that register. It does not inventory conjunctions or reteach foundational sentences. The central insight is that Indonesian already permits extensive zero marking, and headlines push that capacity further while relying on genre knowledge, layout, and the reader's expectations.
A headline is a compressed analysis of an event
Compare a headline with the first full sentence of an imagined report:
Pemerintah Resmikan Terminal Bus Listrik Baru
Government Inaugurates New Electric-Bus Terminal. (headline)
Pemerintah meresmikan terminal bus listrik baru di Surabaya pada Jumat pagi.
The government inaugurated a new electric-bus terminal in Surabaya on Friday morning. (full news sentence)
The headline removes the time and place, uses title capitalization, and replaces meresmikan with headline-style resmikan. The subject before the bare verb tells a news reader that pemerintah is the actor. In isolation, resmikan! can be an imperative, but the headline frame blocks that reading.
Five headlines expanded into full news sentences
1. A prefixless active verb
Banjir Tutup Tiga Akses ke Bandara
Flooding Closes Three Routes to the Airport. (headline)
Banjir telah menutup tiga akses menuju bandara sejak dini hari.
Flooding has closed three routes to the airport since the early hours of the morning. (full news sentence)
The headline tutup corresponds to prose menutup. The added telah and sejak dini hari locate the closure before the reporting moment; the bare headline itself does not grammatically distinguish present from recent past.
2. Two juxtaposed event clauses
Harga Cabai Turun, Pedagang Minta Pasokan Dijaga
Chili Prices Fall, Vendors Ask for Supplies to Be Maintained. (headline)
Harga cabai turun dalam dua hari terakhir, sementara para pedagang meminta pemerintah menjaga kestabilan pasokan.
Chili prices have fallen over the last two days, while vendors are asking the government to maintain stable supplies. (full news sentence)
The headline comma lets readers infer a topical relationship but does not specify it. The full sentence chooses discourse-linking sementara to place the developments side by side, supplies the object of meminta, and expands headline minta to meminta. Another report might choose a causal linker, tetapi, or two separate sentences if the relationship differed.
3. Passive presentational order
Tiga Pendaki Ditemukan Selamat di Lereng Rinjani
Three Hikers Found Safe on Rinjani's Slopes. (headline)
Tim SAR menemukan tiga pendaki dalam keadaan selamat di lereng Gunung Rinjani pada Selasa sore.
The search-and-rescue team found three hikers safe on the slopes of Mount Rinjani on Tuesday afternoon. (full news sentence)
The headline makes the newsworthy patients, tiga pendaki, its starting point and retains passive ditemukan. The expansion may preserve that passive or identify the actor with an active clause. Headline order is presentational: it foregrounds what editors judge most salient, not necessarily the actor.
4. A compressed causal sequence
Atap Sekolah Ambruk, Kegiatan Belajar Dipindahkan
School Roof Collapses, Classes Relocated. (headline)
Karena atap sekolah ambruk akibat hujan deras, kegiatan belajar dipindahkan sementara ke balai desa.
Because heavy rain caused the school roof to collapse, classes were temporarily moved to the village hall. (full news sentence)
The comma in the headline places two developments side by side. Genre knowledge encourages a cause-and-response reading, but the comma itself does not mean “because.” The full sentence must choose and punctuate that relation explicitly.
5. A quotation fragment after a source
Menteri Kesehatan: Stok Obat Aman hingga Akhir Tahun
Health Minister: Medicine Stocks Secure Through Year-End. (headline quotation frame)
Menteri Kesehatan menyatakan bahwa persediaan obat nasional aman hingga akhir tahun.
The health minister stated that the national medicine supply was secure through the end of the year. (full news sentence)
The colon supplies an economical source–message relation. The words after it may summarize rather than reproduce a verbatim quotation. A full report restores a reporting predicate such as menyatakan, chooses direct or indirect quotation, and makes attribution explicit.
Omitted material: recover only what the context licenses
Indonesian predicates do not require tense inflection, and nominal predicates normally have no copula. Headlines can therefore omit telah, akan, adalah, yang, and predictable arguments more aggressively than ordinary prose.
Jembatan Antarwilayah Mulai Dibuka Besok
Interregional Bridge Begins Opening Tomorrow. (headline)
Jembatan antarwilayah itu akan mulai dibuka untuk kendaraan umum besok pagi.
That interregional bridge will begin to be opened to public traffic tomorrow morning.
Pemenang Lomba Siswa Kelas Enam
Competition Winner a Sixth-Grade Student. (headline fragment)
Pemenang lomba tersebut adalah seorang siswa kelas enam dari Kupang.
The winner of the competition is a sixth-grade student from Kupang.
Warga Diminta Hemat Air selama Perbaikan Pipa
Residents Asked to Conserve Water During Pipe Repairs. (headline)
Perusahaan air meminta warga menghemat air selama perbaikan pipa utama berlangsung.
The water company asked residents to conserve water while repairs to the main pipe were under way.
Restoration is an analysis, not a mechanical insertion exercise. Telah is suitable only if the event is presented as completed; akan is suitable only if a future reading is supported. Likewise, an omitted actor may be unknown, deliberately backgrounded, or named elsewhere in the article.
Bare verbs are licensed by genre
Headline tangkap, temukan, minta, dorong, and forms ending in -kan/-i can correspond to fully prefixed actor-voice predicates in prose. The headline keeps enough lexical material to identify the event while saving space and increasing impact.
Polisi Tangkap Dua Tersangka Penipuan Daring
Police Arrest Two Online-Fraud Suspects. (headline)
Polisi menangkap dua tersangka penipuan daring di sebuah apartemen pada Rabu malam.
Police arrested two online-fraud suspects at an apartment on Wednesday night.
Komisi Dorong Pemerintah Percepat Perbaikan Jalan
Commission Urges Government to Speed Up Road Repairs. (headline)
Komisi tersebut mendorong pemerintah mempercepat perbaikan jalan yang rusak.

These bare forms are (journalistic). In ordinary formal prose, retain the required morphophonemic alternation: menangkap, not mentangkap; menemukan, not mentemukan; mendorong, not mendorongkan.
Noun stacks and hidden bracketing
A headline can compress several possessive or classificatory relations into a noun stack. Indonesian places the head first, but more than one grouping may still be possible.
Rencana Penataan Kawasan Pesisir Kota Ditunda
City Coastal-Area Reorganization Plan Postponed. (headline; internal grouping requires context)
Pemerintah menunda rencana untuk menata kawasan pesisir kota tersebut.
The government postponed the plan to reorganize that city's coastal area.
Tim Evaluasi Program Bantuan Sekolah Dibentuk
School-Aid Program Evaluation Team Formed. (headline; potentially ambiguous noun stack)
Dinas pendidikan membentuk tim yang akan mengevaluasi program bantuan bagi sekolah.
The education agency formed a team that will evaluate the aid program for schools.
The second headline might instead refer to an evaluation program, a program-aid team, or aid belonging to a school, depending on the surrounding story. Full prose should add untuk, bagi, yang, or a repeated noun when the intended brackets are not obvious. See the ambiguity guide for structural repairs.
Presentational order and quotation fragments
Headlines often begin with a number, affected participant, result, or striking fragment rather than a discourse-old subject.
Dua Jalur Kereta Kembali Beroperasi setelah Longsor
Two Rail Lines Back in Operation After Landslide. (headline)
Setelah sempat ditutup akibat longsor, dua jalur kereta kembali beroperasi pada Kamis siang.
After being temporarily closed because of a landslide, two rail lines resumed operation on Thursday afternoon.
Terbakar Semalaman, Gudang Tekstil Tinggal Puing
Burning All Night, Textile Warehouse Left in Ruins. (headline-style fronting)
Setelah terbakar semalaman, gudang tekstil itu hanya tinggal puing-puing.
After burning all night, the textile warehouse was reduced to rubble.
Quotation fragments may similarly foreground the newsworthy claim:
“Kami Siap Berunding,” Kata Perwakilan Serikat
‘We Are Ready to Negotiate,’ Union Representative Says. (headline)
Perwakilan serikat mengatakan, “Kami siap berunding tanpa syarat tambahan.”
The union representative said, ‘We are ready to negotiate without additional conditions.’
Capitalization and punctuation follow headline and quotation conventions. Standard spellings remain intact inside the reported words unless the source is being quoted precisely in a marked colloquial register.
Ambiguity is managed by the article, not abolished
Compression can hide time, actor, attachment, or logical relation. A responsible reader treats the headline as a retrieval cue and checks the lead sentence before fixing one interpretation.
Bank Tahan Dana Nasabah Bermasalah
Bank Holds Funds of Problematic Customer(s), or Bank Holds Problematic Customer Funds. (ambiguous headline)
Bank menahan dana milik nasabah yang sedang diperiksa atas dugaan penipuan.
The bank withheld funds belonging to a customer being investigated for suspected fraud. (one explicit reading)
Kepala Dinas Bantah Proyek Baru Gagal
Agency Head Denies New Project Failed. (headline; scope of baru needs context)
Kepala dinas membantah bahwa proyek yang baru diluncurkan itu telah gagal.
The agency head denied that the newly launched project had failed. (one explicit reading)
English headlines also omit articles and auxiliaries, but their habits do not map one to one. Indonesian readers rely more on voice morphology when it remains present, postnominal modification, and familiar headline patterns.
Common Mistakes
1. Copying a bare headline verb into ordinary prose
❌ Polisi tangkap tiga pelaku pencurian itu kemarin malam.
Incorrect in standard news prose — headline tangkap needs actor-voice morphology here.
✅ Polisi menangkap tiga pelaku pencurian itu tadi malam.
Police arrested the three perpetrators of the theft last night.
2. Turning an actor noun into a vocative command
❌ Wali Kota, resmikan pasar baru hari ini!
Wrong expansion of the intended headline — the comma and exclamation mark turn it into a command addressed to the mayor.
✅ Wali kota meresmikan pasar baru itu pada Jumat pagi.
The mayor inaugurated the new market on Friday morning.
3. Leaving an ambiguous noun stack unchanged in the body
❌ Dinas membentuk tim pengawasan bantuan sekolah daerah.
Unclear prose — daerah may modify the school, the aid, or the supervisory team.
✅ Dinas membentuk tim daerah untuk mengawasi penyaluran bantuan kepada sekolah.
The agency formed a regional team to supervise the distribution of aid to schools.
4. Letting a headline comma stand for an unstated causal relation
❌ Hujan deras, pertandingan dipindahkan ke dalam gedung.
Unclear in ordinary prose — the comma alone does not encode the intended causal link; state the relation or use separate sentences.
✅ Karena hujan turun deras, pertandingan dipindahkan ke dalam gedung.
Because it was raining heavily, the match was moved indoors.
5. Using a quotation fragment without attribution in prose
❌ Persediaan aman sampai Desember, menteri dalam laporan resmi.
Incomplete prose — the compressed source–message relation lacks a reporting predicate.
✅ Dalam laporan resmi, menteri menyatakan bahwa persediaan aman sampai Desember.
In the official report, the minister stated that supplies were secure through December.
