2. The first noun in a passive lead is the patient

Sebanyak 428 warga ... telah dievakuasi begins with the affected residents. The di- verb identifies them as the patient of evacuation; it does not imply that they evacuated other people. The agent is omitted because the event and scale lead the report, and the response team appears later.

Sebanyak 67 keluarga dipindahkan ke gedung sekolah oleh petugas gabungan.

A total of 67 families were moved to the school building by a joint response team.

Dua jembatan telah diperiksa sebelum jalur darurat dibuka.

Two bridges were inspected before the emergency route was opened.

English readers cannot assume that the first noun is the actor. Indonesian word order interacts with voice morphology: warga dievakuasi makes residents the patient; warga mengevakuasi tetangga would make them actors.

3. Menurut limits responsibility for the causal account

The explicit date and clock times locate events. Aspect words organize completion and current relevance; they do not conjugate the verb for tense.

5. Nominalizations package processes as reportable entities

Pendataan, penyaluran, pengungsian, and evakuasi turn activities or institutional processes into noun phrases. This allows the report to compare their status: data collection is ongoing, clean-water distribution has begun, and evacuation centers have been established.
