Formal Filipino (formal) uses the same voice system as conversation: verb morphology selects a pivot, and participant markers align with that choice. What changes is the writer's information-management problem. Reports, policies, and academic arguments must keep reference clear across long stretches, state or withhold institutional responsibility deliberately, and make the status of documents, decisions, and affected groups easy to follow.
Match Voice to the Document's Center

Voice is not a synonym for formality. Patient voice may suit a policy paragraph because the policy remains central, but actor voice is often better when responsibility or institutional action is the point.

The department issued new guidance for public schools. (formal; department tracked as actor pivot)
Inilathala ng kagawaran ang panibagong patnubay sa opisyal na pahayagan.
The department published the new guidance in the official gazette. (formal; guidance tracked as theme pivot)
The first clause can open a report about the department's actions. The second naturally continues a passage already centered on the guidance. Neither is inherently more formal or more passive.
A Controlled Formal-Writing Contrast
The following clauses can describe the same submission:
Nagsumite ang tanggapan ng detalyadong ulat noong Biyernes.
The office submitted the detailed report on Friday. (actor voice)
Isinumite ng tanggapan ang detalyadong ulat noong Biyernes.
The office submitted the detailed report on Friday. (patient voice)
The actor-voice version supports a sequence listing the office's compliance actions. The patient-voice version supports a sequence explaining what happened to the report. Ng detalyadong ulat in the first clause need not mean an unknown report; modifiers and context can make a non-pivot referential. Ang detalyadong ulat in the second is pivot, not simply βthe report.β
English formal prose often uses passive voice to foreground an object. Filipino can produce a similar translation, but its ng-series actor remains an ordinary core participant:
Sinuri ng lupon ang ulat at ibinalik ito sa tanggapan para sa huling pagwawasto.
The committee reviewed the report and returned it to the office for final correction.
There is no need to turn ng lupon into a phrase meaning βby means of the committee.β
Coherence Across a Paragraph
Natanggap ng kalihiman ang panukala noong ika-12 ng Mayo. Sinuri ito ng tatlong kasapi at iniharap sa buong lupon makalipas ang isang linggo. Inaprubahan ng lupon ang binagong bersiyon matapos ang pampublikong pagdinig.
The secretariat received the proposal on May 12. Three members reviewed it and presented it to the full committee one week later. The committee approved the revised version after the public hearing.
The proposal remains accessible through ang panukala, then ito, then ang binagong bersiyon. Patient and conveyance forms support this document-centered chain even though different actors act on it. The final actor ng lupon is explicit because approval authority matters.
If the paragraph instead evaluates the reviewers' work, actor voice can maintain them:
Nagsuri ang tatlong kasapi ng mga kalakip, nagtanong sa mga may-akda, at naghanda ng magkasanib na rekomendasyon.
Three members reviewed the attachments, questioned the authors, and prepared a joint recommendation.
Formal coherence comes from deliberate reference tracking, not from mechanically choosing non-actor voice.
Responsibility and Actor Omission
Formal notices sometimes omit a generic actor when the procedure, not the individual officer, matters:
Tinatanggap ang mga aplikasyon hanggang alas-singko ng hapon sa huling araw ng Hunyo.
Applications are accepted until five in the afternoon on the last day of June. (formal procedural statement)
The English passive is natural here because the accepting staff are generic. Filipino patient voice does not itself erase responsibility. When accountability is relevant, name the actor:
Tinanggihan ng komite sa etika ang kahilingan dahil kulang ang pahintulot ng mga kalahok.
The ethics committee rejected the request because the participants' consent was incomplete.
Suppressing ng komite sa etika would make the decision-maker harder to recover. That may be poor administrative style even if the resulting clause is grammatical.
Predicate-First Order Remains Neutral
Formal prose does not require ay. Predicate-first order is standard and often clearer:
Pinagtibay ng konseho ang ordinansa matapos ang ikatlong pagbasa.
The council ratified the ordinance after the third reading. (neutral formal order)
The marked alternative Ang ordinansa ay pinagtibay ng konseho⦠is useful when the ordinance is an explicit contrastive topic or when a carefully balanced sentence benefits from fronting. It is not the Filipino equivalent of inserting English was.
Questions, Negation, and Evidential Care
Formal deliberation can retain ordinary voice alignment in questions and negatives.
Inaprubahan ba ng lupon ang lahat ng pagbabagong iminungkahi ng mga tagasuri?
Did the committee approve all the changes proposed by the reviewers?
Hindi pinagtibay ng konseho ang ikalawang panukala sapagkat walang sapat na pondong inilaan.
The council did not ratify the second proposal because sufficient funding had not been allocated.
The patient pivots remain ang-marked. Ba and hindi change clause force and polarity, not voice. In academic prose (academic), explicit actors and sources also help separate the writer's conclusion from a cited institution's claim.
Accepted Genre Variation
Journalistic Filipino (formal, journalistic) may lead with a newsworthy actor, decision, or affected population depending on the angle. Administrative templates often repeat a patient pivot for procedural clarity. Academic prose may alternate voices to keep an argument, dataset, or researcher central. These are genre tendencies, not categorical grammar rules.
Long strings of nominalizations can hide participant roles more effectively than any voice choice. A clear finite clause with an explicit actor is often preferable to dense abstractions.

Copying an English passive by-phrase

Incorrect β patient-voice isinumite selects the report, so the office cannot also be ang-marked.

The office submitted the annual report on Friday.
Treating ay as a required formal auxiliary
β Ang lupon ay inaprubahan ang panukala.
Incorrect for the intended patient-voice clause β ang lupon is not licensed as the actor of inaprubahan.
β Inaprubahan ng lupon ang panukala matapos ang pagdinig.
The committee approved the proposal after the hearing.
The grammatical fronted version is Ang panukala ay inaprubahan ng lupon; it changes information structure, not voice.
Omitting the responsible institution when it matters
β Tinanggihan ang apela dahil hindi raw kumpleto ang mga dokumento.
Potentially evasive in an accountability report β the decision-maker is left unidentified.
β Tinanggihan ng lupon sa pagdinig ang apela dahil hindi kumpleto ang mga dokumento.
The hearing panel rejected the appeal because the documents were incomplete.
The first sentence is grammatical in a context where the actor is already known. The correction is better when the purpose is to record responsibility.
