Administrative and Legal Filipino

Administrative and legal Filipino must tell readers exactly who may, must, or must not do what, under which conditions, and by what deadline. Its defining quality is therefore not difficult vocabulary but controlled interpretation: a notice, form, policy, or agreement should remain clear even when it is read without the writer present.

Government offices, courts, schools, employers, and private organizations do not all use identical terminology. Some documents are Filipino-only; others are bilingual or retain established English technical terms. The principles below concern grammatical precision and register, not legal advice, and an authoritative document must still follow the terminology required by its issuing institution.

These expressions are (formal). They are not interchangeable merely because their English translations overlap. In particular, permission, possibility, recommendation, and obligation must remain distinct.

Maaaring isumite ang aplikasyon sa tanggapan o sa opisyal na portal.

The application may be submitted at the office or through the official portal. (formal: permission)

Kinakailangang isumite ang aplikasyon bago sumapit ang 5:00 n.h. sa Biyernes.

The application must be submitted before 5:00 p.m. on Friday. (formal: obligation)

Hindi pinahihintulutang baguhin ang pirmadong pahina pagkatapos itong matanggap ng tanggapan.

The signed page may not be altered after the office receives it. (formal: prohibition)

English may, shall, and must have acquired specialized interpretations in different legal traditions. Do not translate them mechanically. Determine whether the source provision grants permission, predicts an outcome, imposes a duty, or describes a procedure, and then choose the Filipino construction that states that function.

Participant marking makes responsibility visible

Administrative prose often uses patient voice because the document, request, payment, or procedure is the discourse pivot. That does not make the actor irrelevant. An omitted actor can be useful when the procedure matters more than the particular employee, but it is dangerous when readers need to know who bears responsibility.

Susuriin ng Komite sa Iskolarsip ang lahat ng kumpletong aplikasyon.

The Scholarship Committee will review all complete applications. (formal: the responsible actor is explicit)

Ipapadala sa aplikante ang pasya sa loob ng sampung araw ng trabaho.

The decision will be sent to the applicant within ten working days. (formal: the recipient and deadline are explicit)

In the first sentence, ang lahat ng kumpletong aplikasyon is the pivot and ng Komite sa Iskolarsip names the reviewer. In the second, the sender can remain unexpressed if the issuing office has already been identified. The phrase markers still follow the voice construction; they are not direct substitutes for English subject and object labels. Review the formal uses of voice when revising a long policy.

Ask an accountability question of every operative sentence: could a reader identify the required actor, the affected item, the recipient, and the deadline? If one participant matters legally or procedurally, name it instead of relying on context.

Conditions, exceptions, and scope

The placement of a condition affects its scope. Put a condition before the main rule when readers must evaluate it first. Put a short exception after the rule when it narrowly limits an otherwise complete instruction. Repeat a noun phrase when two possible antecedents would make a pronoun ambiguous.

Kung may kulang na kalakip na dokumento, aabisuhan ng tanggapan ang aplikante sa pamamagitan ng email.

If an attached document is missing, the office will notify the applicant by email. (formal)

Mananatiling may bisa ang pahintulot hanggang Disyembre 31, maliban kung bawiin ito nang mas maaga.

The authorization will remain in force until December 31 unless it is withdrawn earlier. (formal)

Kapag tinanggihan ng direktor ang kahilingan ng superbisor, ipaliliwanag ng direktor ang batayan ng pasya.

When the director denies the supervisor's request, the director will explain the basis for the decision. (formal: repeated noun prevents an ambiguous pronoun)

Notice the difference between ng and nang in the second example: nang mas maaga modifies the manner or time of withdrawal, while ng pahintulot would mark a phrase associated with a noun or non-pivot participant. Formality never suspends this grammatical distinction.

Dates, measured periods, and numbered provisions should use one consistent convention throughout a document. Sa loob ng sampung araw ng trabaho mula sa pagtanggap starts the count from receipt; hanggang Disyembre 31 gives an endpoint. If the handling of the first or last day matters, state it rather than expecting a preposition to settle the interpretation.

Institutional voice, respect, and pronouns

An office writing on its own behalf normally uses namin, not inclusive natin, because the reader is not a member of the issuing group. Inclusive language can be appropriate in public campaigns, but it changes the relationship being asserted.

Natanggap na namin ang inyong kahilingan, at ipababatid namin sa inyo ang pasya sa Lunes.

We have received your request, and we will inform you of the decision on Monday. (formal service correspondence)

Pangalagaan natin ang mga pampublikong pasilidad.

Let us take care of public facilities. (formal public appeal: inclusive)

Inyo and ninyo are standard plural or respectful forms in correspondence. Po can make a service interaction courteous, but stacking it throughout a regulation can obscure the rule. Use it where an institution addresses a person directly, not as a substitute for precise obligations.

Maaari po ba ninyong linawin kung kasama sa bayarin ang pagpapadala ng dokumento?

Could you please clarify whether document delivery is included in the fee? (formal, respectful inquiry)

Hindi po kasama sa bayarin ang pagpapadala; hiwalay itong sisingilin kapag hiniling.

Delivery is not included in the fee; it will be charged separately when requested. (formal, respectful response)

The interrogative is not weakened by its politeness. It requests a specific interpretation, and the answer states a negative rule before the exception. That order makes the exchange usable as a record.

Definitions, technical terms, and bilingual documents

Define a term when everyday meanings are too broad. Once defined, use the same term consistently. Alternating among elegant synonyms can be good literary style but poor administrative drafting because it may imply that two expressions designate different things.

Sa patakarang ito, ang “awtorisadong kinatawan” ay tumutukoy sa taong may nakasulat na pahintulot mula sa aplikante.

In this policy, “authorized representative” refers to a person with written authorization from the applicant. (formal definition)

If a bilingual institution retains an English term, introduce it deliberately: give the Filipino term followed by the official English label in parentheses, or do the reverse if the English label is legally controlling. Do not switch labels unpredictably within the same provision. Language planning and real institutional practice do not always choose the same word, so consistency and an explicit definition matter more than displaying the largest possible technical vocabulary.

Plain language is compatible with legal precision. Compare a message to a colleague with the version intended for a durable public record:

Dalhin mo na lang bukas ang kulang na kopya.

Just bring the missing copy tomorrow. (informal conversation)

Mangyaring isumite ang nawawalang kopya sa Tanggapan ng Talaan bago magtanghali bukas.

Please submit the missing copy to the Records Office before noon tomorrow. (formal administrative instruction)

The second sentence is not automatically superior. Its explicit destination and deadline are useful because the message must guide action beyond a shared conversation. Purpose selects the register.

Formal prose does not require maximum syntactic length. One obligation per sentence, followed by its condition or exception, is often more precise than a chain of nominalizations copied from English.

Common Mistakes

Using a direct object pattern after ipabatid

❌ Ipinababatid namin kayo na sarado ang tanggapan sa Lunes.

Incorrect — the person informed needs sa; the following information is introduced by na.

✅ Ipinababatid namin sa inyo na sarado ang tanggapan sa Lunes.

We inform you that the office will be closed on Monday.

Including the reader in an institutional we

❌ Susuriin natin ang inyong reklamo sa loob ng limang araw.

Incorrect in an office-to-client letter — natin includes the client among the reviewers.

✅ Susuriin namin ang inyong reklamo sa loob ng limang araw.

We will review your complaint within five days.

Stacking two obligation markers

❌ Kinakailangan dapat isumite ng kontratista ang ulat buwan-buwan.

Incorrect — two competing obligation markers are stacked.

✅ Kinakailangang isumite ng kontratista ang ulat buwan-buwan.

The contractor must submit the report every month.

Combining incompatible deadline frames

❌ Isumite ang tugon sa hanggang Setyembre 30.

Incorrect — sa and hanggang do not form this endpoint phrase.

✅ Isumite ang tugon hanggang Setyembre 30.

Submit the response by September 30.

Leaving a crucial pronoun ambiguous

❌ Kinausap ng tagapangulo ang ingat-yaman bago niya pinirmahan ang ulat.

Incorrect for a binding record — niya leaves the signer unidentified.

✅ Kinausap ng tagapangulo ang ingat-yaman bago pinirmahan ng ingat-yaman ang ulat.

The chair spoke with the treasurer before the treasurer signed the report.
