The English uses administrative idiom such as “are advised” and “will be posted.” It does not preserve Filipino constituent order mechanically, nor should ipinababatid be decoded as one English word in every context.
Heading and opening: the event comes first
The nominalized heading pagputol ng serbisyo names the administrative event. In the opening, ipinababatid is an incompleted benefactive/instrumental-voice form conventionally used for a formal announcement. The message appears in a na complement, while sa lahat ng kasaping sambahayan marks the recipients. No institutional actor is required: the letterhead already supplies it.
Inside the complement, puputulin ang serbisyo is contemplated patient voice. The interruption is scheduled, not yet realized. Upang kumpunihin ang pangunahing tubo expresses the intended purpose and gives the pipe pivot status under patient voice. This sequence presents what will happen, when, and why before supplying secondary details.

Adding ng samahan makes the non-pivot source explicit. It is useful when the issuer is not already unmistakable from the document.
Scope, dates, and boundaries
Saklaw ng pagputol ang … is a nominal-predicate clause: what is covered is listed as the ang-marked pivot. The coordinated street names and mga kalapit na bahagi define geographic scope without pretending that ang is an English definite article.
The pair mula … hanggang … specifies both temporal boundaries. Pagsapit ng alas-tres creates a later checkpoint. The first schedule ends at 2:00; the public is asked to wait until 3:00 before using the escalation route. Such distinctions are substantive, not stylistic decoration.

Here lamang limits the whole time window. Moving it can shift the scope, so an administrative writer should place it next to the constituent being restricted.
Advice, obligation, and permission are not the same
Pinapayuhan ang mga residente frames storage as official advice. The embedded mag-imbak uses actor voice because the residents will perform the action. By contrast, kailangang takpan presents a requirement. The manner phrase nang maayos uses nang, while ng lahat ng lalagyan would express a noun-phrase relation in a different structure.

In the conditional instruction, maaaring tumawag … o magpadala grants an available course of action. It does not impose an obligation. A faithful translation must preserve these different modal strengths.

The contrast makes the first action optional and the return obligatory. Ito refers to the container, an inanimate entity.
Conditions, aspect, and restoration status
Kung hindi pa naibabalik ang serbisyo combines negation and pa with the incompleted form naibabalik. Under hindi pa, that form presents the expected restoration as not yet achieved; it is not a recent-perfective construction. The particle comes before the verb complex, and the service is the ang-marked pivot. The condition licenses the following contact options.
Kung naibalik na ang serbisyo bago mag-alas-dos, hindi na kailangang tumawag sa tanggapan.

The paired na forms present a changed state: restoration has occurred, and the former need to call has ended. This differs from the notice's hindi pa, which keeps the expected change pending.

The notice maintains three chains: pagputol—serbisyo—naibabalik ang serbisyo; pagkukumpuni—kumpunihin—matapos … ang pagkukumpuni; and sambahayan—residente—lahat. Repetition is often preferable to an ambiguous pronoun in high-stakes administrative prose.
Sentence 6 uses contemplated ipaaalam, followed by two sa phrases that name communication channels. This direct request is suitable for a brief public reminder. Kailangang takpan … sounds more impersonal and regulatory. Genre determines which is proportionate.
