Verbal Density in Bureaucratic Persian

Official Persian can place a surprising amount of verbal meaning inside nouns: بررسی، ارزیابی، تصویب، اجرا, and ارسال name processes, while a light verb or passive chain carries tense and agreement. The result may contain only one finite verb yet feel verbally dense because several events, agents, and scope relations are compressed into one predicate.

Density is neither automatically formal nor automatically wrong. Nominalization can package a recurring procedure as a stable topic, and passives can appropriately withhold an irrelevant agent. The editorial problem begins when stacked support expressions obscure who acts, what must happen, or when a result becomes binding.

Consider a familiar administrative shape:

در خصوص درخواست ثبت‌شده، بررسی‌های لازم به عمل خواهد آمد.

dar khosus-e darkhâst-e sabt-shode, barrasi-hâ-ye lâzem be amal khâhad âmad.

With regard to the registered request, the necessary reviews will be carried out. (bureaucratic/formal; agent suppressed)

The finite predicate به عمل خواهد آمد carries formal future, but the substantive event is بررسی. The sentence does not name the reviewer, the deadline, or the criterion. That may be deliberate institutional caution; it may also be information the reader needs.

Nominalization plus a light verb

Persian light-verb constructions are ordinary vocabulary, not inherently bureaucratic: تصمیم گرفتن، سؤال کردن، پاسخ دادن are natural in every register. Density rises when an abstract action noun combines with a semantically broad support verb and is then embedded under another nominalization.

کمیته پس از ارزیابی مدارک، درباره‌ی درخواست تصمیم می‌گیرد.

komite pas az arzyâbi-ye madârek, darbâre-ye darkhâst tasmim mi-girad.

After evaluating the documents, the committee decides on the application. (formal-neutral; named agent and established light verb)

انجام ارزیابی مدارک پیش از اتخاذ تصمیم درباره‌ی درخواست ضرورت دارد.

anjâm-e arzyâbi-ye madârek pish az ettekhâz-e tasmim darbâre-ye darkhâst zarurat dârad.

Evaluation of the documents before adoption of a decision on the application is necessary. (bureaucratic/academic; two events nominalized)

Both sentences are grammatical. The first makes event sequence and agency easier to recover; the second turns the procedure itself into the topic, which can be useful in a regulation. Plain-language editing chooses between information structures; it does not ban every Arabic-origin noun.

Do not use etymology as a style test. Many Arabic-origin nouns are fully ordinary Persian. Opacity comes from unnecessary abstraction, hidden roles, and stacked support predicates—not from origin alone.

Passive chains and institutional agency

Administrative prose often combines a lexical noun, قرار دادن/گرفتن, and passive شدن: مورد ارزیابی قرار خواهد گرفت. This can legitimately profile the application rather than the evaluator, but a shorter passive frequently preserves the same information.

درخواست شما در نخستین جلسه مورد بررسی قرار خواهد گرفت.

Your application will be considered at the first meeting. (bureaucratic/formal; passive-like قرار گرفتن construction)

The revision adds کمیته only if the institution can truthfully commit that actor. If the reviewer is unknown or variable, the compact passive درخواست شما بررسی خواهد شد is preferable to inventing an agent.

Your application will be reviewed at the first meeting. (clear formal passive; agent remains appropriately unspecified)

Information packaging: what the noun phrase buys

Nominalization is useful when a process has already been introduced and subsequent sentences must discuss its duration, cost, outcome, or legal status. بررسی درخواست‌ها can become the stable topic of a paragraph. It is also useful in headings and coordinated lists, where parallel nouns scan well.

بررسی درخواست‌ها سه مرحله دارد: کنترل مدارک، ارزیابی فنی و اعلام نتیجه.

barrasi-ye darkhâst-hâ se marhale dârad: kontrol-e madârek, arzyâbi-ye fanni va e'lâm-e natije.

Review of applications has three stages: checking documents, technical evaluation, and announcement of the result. (formal informational prose; useful nominal organization)

The same packaging becomes counterproductive if every action is buried under انجام، اقدام، مبادرت، به عمل آوردن, or صورت پذیرفتن. These forms are grammatical (bureaucratic/formal), but they may make a routine instruction sound ceremonial and distance the institution from its duty.

خواهشمند است نسبت به ارسال تصویر کارت شناسایی اقدام فرمایید.

khâheshmand ast nesbat be ersâl-e tasvir-e kârt-e shenâsâyi eqdâm farmâyid.

You are requested to take action regarding submission of an image of your identity card. (high bureaucratic/formal politeness)

لطفا تصویر کارت شناسایی خود را بفرستید.

lotfan tasvir-e kârt-e shenâsâyi-ye khod râ be-ferestid.

Please send an image of your identity card. (plain formal-neutral instruction)

The shorter version preserves politeness and makes the requested action finite. It also avoids the vague prepositional frame نسبت به, which often signals that a direct object or ordinary preposition has been displaced.

A disciplined plain-language revision

Revise from the semantic core outward:

  1. Underline each event noun: ثبت، ارسال، بررسی، تأیید.
  2. Identify the real actor and patient, even if the final version remains passive.
  3. Choose one finite predicate for the main commitment.
  4. Preserve modality precisely: باید is not the same as future خواهد, and می‌تواند is not permission unless context grants it.
  5. Preserve deadlines and conditions; do not gain simplicity by deleting legal content.

مراتب جهت استحضار و صدور دستور مقتضی اعلام می‌گردد.

marâteb jahat-e estehzâr va sodur-e dastur-e moqtazi e'lâm mi-gardad.

The foregoing is announced for information and issuance of the appropriate instruction. (bureaucratic/formal; conventional but agent and requested action are opaque)

The revision is longer in word count but lighter in processing. Plain language is not merely fewer words; it is a visible relation among actor, action, object, modality, and time.

Never replace a passive with an invented active subject. First recover the institutional responsibility from the document or author; if it is genuinely unknown or irrelevant, retain a concise passive.

Common Mistakes

1. Translating an English verb with an arbitrary light verb

❌ کمیته یک تصمیم انجام داد.

Incorrect — تصمیم combines with گرفتن, not generic انجام دادن.

✅ کمیته پس از شنیدن نظر کارشناسان تصمیم گرفت.

komite pas az shenidan-e nazar-e kârshenâsân tasmim gereft.

The committee made a decision after hearing the experts' views.

2. Building two passive markers around one predicate

❌ پرونده مورد بررسی قرار داده شد گرفته شد.

Incorrect — this stacks incompatible active and passive-like light-verb frames.

✅ پرونده پس از تکمیل مدارک مورد بررسی قرار گرفت.

parvande pas az takmil-e madârek mowred-e barrasi qarâr gereft.

The file was reviewed after the documents were completed. (formal)

3. Using a full infinitive after future خواستن

❌ واحد حقوقی درخواست را بررسی خواهد کردن.

Incorrect — formal future خواستن takes the short infinitive or past stem, کرد.

✅ واحد حقوقی درخواست را تا دوشنبه بررسی خواهد کرد.

vâhed-e hoquqi darkhâst râ tâ doshanbe barrasi khâhad kard.

The legal department will review the request by Monday.

4. Omitting the written linker after silent ه

❌ اعضای شورا درباره برنامه‌ی جدید تصمیم گرفتند.

Incorrect in standard orthography — after silent ه, the ezafe linker must be written as ه‌ی in درباره‌ی.

✅ اعضای شورا درباره‌ی برنامه‌ی جدید تصمیم گرفتند.
