English Premodifier Chains and Nominalization Overload

English can stack several modifiers before a noun: a new government teacher-training quality review plan. Formal Arabic does not normally reproduce that left-branching pile one word at a time. It begins with a head, then builds relations after it through iḍāfa, nisba adjectives, prepositional phrases, or relative clauses. When English-speaking writers preserve English order, the result may be impossible Arabic; more dangerously, it may be grammatical Arabic with the wrong attachment.

The reusable repair is to recover propositions before choosing nouns. Identify the real head, expand every hidden relation—“who did what to whom?” and “which noun does this adjective describe?”—then compress only the relations that remain unmistakable. The transfer pressure: English hides relations before the head

In a national school evaluation program, English leaves several relations implicit. Is the program national, are the schools national, or is the evaluation conducted nationally? Arabic makes a writer choose. An iḍāfa can express one noun's relation to another; a nisba adjective classifies the head; لـ can mark purpose; and a relative clause can spell out an action.

❌ برنامج وطني المدارس تقييم جديد

Incorrect—this copies an English premodifier chain; the nouns and adjectives do not form a valid Arabic phrase.

✅ برنامج وطني جديد لتقييم المدارس

The head is برنامج. Both وطني and جديد agree with that masculine singular indefinite head. The لـ phrase expresses the program's purpose, while تقييم المدارس is an iḍāfa whose understood event is “evaluate the schools.” The correction is not merely a change of word order; it makes four grammatical relations visible.

❌ خطة الحكومة التعليم إصلاح الجديدة

Incorrect—the adjective's position and the unstructured noun pile do not identify what is new or what is being reformed.

✅ الخطة الحكومية الجديدة لإصلاح التعليم

al-khuṭṭatu l-ḥukūmiyyatu l-jadīdatu li-ʾiṣlāḥi t-taʿlīm

Here nisba adjective الحكومية classifies the plan as governmental; الجديدة unambiguously modifies the same feminine head; and لإصلاح التعليم states purpose. Simply writing خطة الحكومة الجديدة does not solve the scope problem: in fully inflected Arabic, خُطَّةُ الْحُكُومَةِ الْجَدِيدَةُ makes “new” nominative with خطة, while خُطَّةُ الْحُكُومَةِ الْجَدِيدَةِ makes it genitive with الحكومة. Ordinary unvocalized spelling hides that contrast, so when “the new government” matters, unpack it—for example, خطة لإصلاح التعليم وضعتها الحكومة الجديدة “an education-reform plan drawn up by the new government.”

Do not ask how to translate each English noun. Ask what relation English left unspoken: possession, classification, purpose, object, agent, place, or a full proposition.

Minimal contrasts: agreement exposes attachment

Arabic adjective agreement often proves which noun a modifier belongs to. Compare these two nearly identical phrases:

عرضت اللجنة برنامج المؤسسة الجديد.

ʿaraḍati l-lajnatu barnāmaja l-muʾassasati l-jadīd.

The committee presented the institution's new program. (Masculine الجديد modifies برنامج.)

عرضت اللجنة برنامج المؤسسة الجديدة.

ʿaraḍati l-lajnatu barnāmaja l-muʾassasati l-jadīda(h).

The committee presented the program of the new institution. (Feminine الجديدة modifies المؤسسة.)

Case also distinguishes an agent from an object after a verbal noun in careful inflection:

أثار تنفيذ الوزارة القرار اعتراضات واسعة.

ʾathāra tanfīdhu l-wizārati l-qarāra iʿtirāḍātin wāsiʿa(h).

The ministry's implementation of the decision provoked broad objections. (الوزارة is the genitive agent; القرار is the accusative object.)

أثار تنفيذ القرار اعتراضات واسعة.

ʾathāra tanfīdhu l-qarāri iʿtirāḍātin wāsiʿa(h).

Unvocalized Arabic hides final case vowels, so context and valency still matter. Nevertheless, the underlying distinction is real. If a public-facing sentence must identify responsibility, a finite clause is often safer: نفذت الوزارة القرار “the ministry implemented the decision.”

Choose the right unpacking tool

An iḍāfa is compact and natural when the relation is conventional and scope is short: خطة التدريب السنوية “the annual training plan.” Here feminine السنوية can modify خطة, not masculine التدريب. A nisba adjective classifies a noun: سياسة ضريبية “a tax policy,” بحث ميداني “field research.” A لـ phrase often expresses purpose or intended domain: دليل للموظفين “a guide for employees.” A relative clause is best when the hidden proposition needs tense, polarity, modality, or an explicit actor.

❌ تقرير نتائج مشروع مراقبة الساحل السنوي

Grammatical-looking but dangerously unclear—السنوي could be read as modifying a nearby masculine noun rather than the intended report.

✅ التقرير السنوي عن نتائج مشروع مراقبة الساحل

Fronting the adjective next to definite head التقرير secures its attachment; عن separates the report's topic from the nested iḍāfa. The original may receive an intended reading in a supportive context, but a reader should not have to reverse-engineer it.

❌ إعلان عدم إمكانية الشركة دفع المستحقات

Translationese—the chain buries who cannot pay and gives عدم scope over an abstract possibility rather than stating the financial fact directly.

✅ إعلان الشركة أنها لا تستطيع دفع المستحقات

ʾiʿlānu sh-sharikati ʾannahā lā tastaṭīʿu dafʿa l-mustaḥaqqāt

the company's announcement that it cannot pay the amounts due

The finite clause لا تستطيع restores a subject, present modality, and negation. If the intended meaning is instead “a decision about the company's inability to pay,” write قرار بشأن عجز الشركة عن دفع المستحقات. The choice depends on what the head noun governs semantically; no mechanical noun-for-noun conversion can decide it.

❌ دعم تطوير قدرة البلديات إدارة النفايات

Incorrect—the verbal noun قدرة requires على before its complement, and the chain leaves the supported activity unclear.

✅ دعم تطوير قدرة البلديات على إدارة النفايات

daʿmu taṭwīri qudrati l-baladiyyāti ʿalā ʾidārati n-nufāyāt

support for developing municipalities' capacity to manage waste

This correction preserves nominal style (formal/administrative) but restores the lexical frame القدرة على. Dense Arabic is not simply uninterrupted iḍāfa; required prepositions still govern their complements.

Agency is information, not decoration

English institutional prose often favors nominalizations such as the implementation of the policy and the failure to disclose the data. Arabic can do the same, especially in reports and regulations, but every suppressed actor is a discourse decision. Ask whether the reader can and should recover that actor.

أدى عدم النشر المبكر للبيانات إلى تأخر الاستجابة.

ʾaddā ʿadamu n-nashri l-mubakkiri lil-bayānāti ʾilā taʾakhkhuri l-istijāba(h).

The failure to publish the data early delayed the response. (Grammatical, but potentially misleading if the responsible body matters.)

✅ لأن الهيئة لم تنشر البيانات مبكرا، تأخرت الاستجابة.

li-ʾanna l-hayʾata lam tanshuri l-bayānāti mubakkiran, taʾakhkharati l-istijāba(h).

Because the agency did not publish the data early, the response was delayed.

The first sentence is not ungrammatical. It is defective only if the context requires clear responsibility. The finite correction names الهيئة, marks past negation with لم, and makes causation easier to process.

A grammatical nominalization can still be a poor edit. Judge it by recoverability: can the reader identify the event, its participants, its time, and the scope of negation without guessing?

A mixed diagnostic set

For each phrase, diagnose the hidden relation before editing:

  1. وحدة تحليل بيانات السوق is a well-formed iḍāfa: “a market-data analysis unit.” It is dense but recoverable from right to left.
  2. وحدة السوق الجديدة is structurally clear only through agreement: feminine الجديدة modifies وحدة, not masculine السوق.
  3. برنامج حماية الأطفال الرقمي is ambiguous in intent: masculine الرقمي grammatically modifies برنامج, yielding “the digital program for child protection.” If “digital child protection” is intended, write برنامج لحماية الأطفال في البيئة الرقمية.
  4. مراجعة اللجنة التقرير can be grammatical in fully inflected formal Arabic if اللجنةِ is the genitive agent and التقريرَ the accusative object, but unvocalized readers may process it slowly. مراجعة اللجنة للتقرير or أن تراجع اللجنة التقرير makes the roles more accessible.

Editing a translationese paragraph

❌ نفذت الإدارة مشروع تحسين خدمة طلبات دعم العملاء الجديد بهدف تحقيق زيادة سرعة معالجة الشكاوى.

Translationese—the adjective has no secure attachment, and three English-style noun clusters conceal the actions and their participants.

First recover the propositions: the administration launched a new project; the project improves the customer-support service; the intended result is faster complaint processing. Then decide which propositions deserve finite verbs.

✅ أطلقت الإدارة مشروعا جديدا لتحسين خدمة دعم العملاء. ويهدف المشروع إلى تسريع معالجة الشكاوى.

ʾaṭlaqati l-ʾidāratu mashrūʿan jadīdan li-taḥsīni khidmati daʿmi l-ʿumalāʾ. wa-yahdifu l-mashrūʿu ʾilā tasrīʿi muʿālajati sh-shakāwā.

The administration launched a new project to improve customer-support service. The project aims to speed up complaint handling.

The edit keeps useful nominal units—دعم العملاء and معالجة الشكاوى—but assigns launch and purpose to finite verbs. Repetition of المشروع is not inelegant here; it gives the second sentence a stable topic and removes scope ambiguity.

Common Mistakes

Letting the nearest noun capture an adjective

❌ نشرت الوزارة نتائج دراسة الاقتصاد الجديد.

Wrong for ‘the new study’: masculine الجديد attaches to الاقتصاد, not feminine دراسة, and therefore gives the intended modifier the wrong scope.

✅ نشرت الوزارة نتائج الدراسة الجديدة عن الاقتصاد.

nasharati l-wizāratu natāʾija d-dirāsati l-jadīdati ʿani l-iqtiṣād.

The ministry published the results of the new study on the economy.

Turning every English modifier into an iḍāfa noun

❌ وضعت اللجنة خطة إصلاح إدارة مستشفى المدينة.

Overcompressed—the chain does not clearly separate reforming management from reforming the hospital.

✅ وضعت اللجنة خطة لإصلاح إدارة مستشفى المدينة.

waḍaʿati l-lajnatu khuṭṭatan li-ʾiṣlāḥi ʾidārati mustashfā l-madīna(h).

Omitting a noun's governed preposition

❌ ناقش التقرير الحاجة زيادة التمويل.

Incorrect—الحاجة governs إلى before the thing needed.

✅ ناقش التقرير الحاجة إلى زيادة التمويل المحلي.

nāqasha t-taqrīru l-ḥājata ʾilā ziyādati t-tamwīli l-maḥalliyy.

The report discussed the need to increase local funding.

Hiding an actor who matters

أدى إلغاء الاجتماع دون إشعار المشاركين إلى ارتباك واسع.

Canceling the meeting without notifying participants caused widespread confusion. (Grammatical but evasive if responsibility matters.)
