Formal perfect aspect (-mIş bulunmak)

When reading public service announcements or official letters in Turkish, you will often encounter a highly formal way to state that an action has definitively occurred.

The Formal Perfect Aspect

To declare that something has officially happened and is now in a completed state, Turkish pairs the perfective suffix (-mış / -miş / -muş / -müş) with the auxiliary verb bulunmak. While bulunmak literally means "to be found," here it means "to be in the state of having done."

The auxiliary verb bulunmak takes standard tense and person endings, typically appearing in the present continuous (bulunuyoruz).

Esteemed citizens, we have hereby announced the new project.
Saygıdeğer vatandaşlar, yeni projeyi duyurmuş bulunuyoruz.

Passive Voice in Official Notices

Because this structure is characteristic of institutional announcements, the main verb is frequently in the passive voice. In written notices, the auxiliary verb usually takes the formal suffix -dır / -dir / -dur / -dür (bulunmaktadır) to state a definitive fact.

The infrastructure malfunction has definitively been completely resolved.
Altyapı arızası tamamen giderilmiş bulunmaktadır.
The avenue has officially been temporarily closed by the directorate.
Cadde, müdürlük tarafından geçici olarak kapatılmış bulunmaktadır.

Declaring Outcomes and Status Changes

You will frequently see this aspect used to announce the outcome of an application, the completion of public works, or an official change in a schedule.

Your applications have definitively been concluded positively.
Başvurularınız olumlu sonuçlanmış bulunmaktadır.
Because the works were delayed, the concert has definitively been postponed.
Çalışmalar geciktiğinden dolayı konser ertelenmiş bulunmaktadır.

Requesting Understanding

Notices about temporary closures, delays, or infrastructure works often conclude by politely asking the public for their cooperation and understanding.
