Why is กี่โมง (what time) repeated twice in this sentence?
When asking "from what time to what time" in Thai, you literally plug the question word into both halves of the ตั้งแต่...ถึง... pattern. You cannot just say "from to what time". So, ตั้งแต่กี่โมงถึงกี่โมง is the standard way to ask for both a start and end time.
Could I use จาก (from) instead of ตั้งแต่ here?
It is much better to use ตั้งแต่ here. A common rule of thumb is that ตั้งแต่ is used for starting points in time, while จาก is mostly used for physical locations (like traveling "from" one city to another).
