Why does inte come after the verb here? In English we say "did not write".

Swedish doesn't use a helper verb like "did" for negatives. Instead, you just use the main verb (skrev) and put inte directly after it. Because this is a main clause, the verb must be in the second position (the "V2 rule"), so inte naturally follows it.
