To express that something is true "no matter how" a situation presents itself, use this structure: por muy + adjective/adverb + que + subjunctive.
With adjectives
Wrap the adjective between por muy and que. The verb that follows must be in the subjunctive, and is usually a verb of being or seeming like ser, estar, or parecer.

Like always, adjectives must agree in gender and number with the noun they describe.
