Questions & Answers about Кто будет платить?
Why is the verb будет in the third-person singular form here?
The question word кто (who) always acts like a masculine singular "he" grammatically. Even if you are asking a whole group of people, you must use the 3rd-person singular form будет when кто is the subject.
Why use the imperfective verb платить instead of the perfective заплатить?
To make the future tense with the helping verb быть (here, будет), you must always use an imperfective infinitive. If you wanted to use the perfective verb to focus on the completed result, you would drop будет entirely and use the conjugated future perfective: Кто заплатит?.
Since we are learning about надо and нужно, how would I change this to ask "Who has to pay?"
To express "needs to" or "has to" using your current lesson's grammar, you need the Dative case. The Dative form of кто is кому. You would say Кому надо платить? or Кому нужно платить? (literally "To whom is it necessary to pay?").
