Why doesn’t пальто change?

What case is вулиці, and when would it be вулицю?
Вулиці is Locative singular after на for a static location: на вулиці (outside/on the street). With motion toward, use Accusative: на вулицю (to the street/outside).
Why на вулиці and not у/в вулиці?
На вулиці is the idiomatic way to say “outside/on the street.” У/в вулиці would sound like “inside the street.” With street names, Ukrainian also uses на: Я живу на вулиці Шевченка.
Is надворі or зовні a good alternative to на вулиці?
- надворі (one word) = outdoors; very common: Надворі холодно.
- зовні = outside/outwardly; a bit more formal/adverbial: Зовні холодно.
Why холодно and not холодний/холодна?
Ukrainian uses impersonal predicate words for states: холодно, спекотно, темно = “it’s cold/hot/dark.” They don’t agree with any noun. You can add a dative experiencer: Мені холодно (I feel cold).
Why is there no є (is)? Shouldn’t it be є холодно?
In the present tense, “to be” (є) is usually omitted in statements like this: На вулиці холодно. Use є mainly for existence/availability or emphasis: На вулиці є люди.
Why одягнув (perfective) and not одягав (imperfective)? What would одягав mean?
