Why is тебе in the dative case?
The word нужно is an impersonal predicate meaning “it is necessary.” In such constructions the person who needs to do something is put in the dative case. So тебе literally means “to you,” i.e. “you need.”

Can I replace нужно with надо or должен?

- Тебе надо следовать плану is colloquial and virtually interchangeable with нужно.
- Ты должен следовать плану uses a personal predicate должен and the nominative ты as subject. It’s more direct (“You must follow the plan”), while тебе нужно feels a bit more neutral or impersonal.
Is it possible to omit тебе and just say Нужно следовать плану?
Absolutely. Нужно следовать плану means “It’s necessary to follow the plan” in a general sense, without specifying who. If context makes the person clear, the dative pronoun can be dropped.
Can I change the word order, for example Нужно тебе следовать плану?
Technically yes, but it sounds less natural. The standard order is Тебе нужно следовать плану or simply Нужно следовать плану. Shifting тебе before or after нужно may be used for emphasis in poetry or casual speech, but isn’t typical in neutral prose.
