The -n is the accusative ending. In Esperanto, it marks the direct object of the verb—the thing being acted on.
- La reĝimo = the regime → the subject, the doer
- ŝanĝis = changed
- la leĝon = the law → the direct object, the thing changed
So leĝo means law, and leĝon means law in the role of the direct object.
Because reĝimo is the subject, not the object. In Esperanto, the subject normally has no special ending, while the direct object takes -n.
So here:
- La reĝimo = the regime did the action
- la leĝon = the law received the action
