Why can’t I just say Je pas dobar?
In Croatian, the question particle li must follow the finite verb. You cannot separate je and li, so Je pas dobar? is ungrammatical. The correct form is Je li pas dobar?
Can I drop je li and just use intonation, like “Pas je dobar?” with a rising tone?
Yes. Croatian allows you to form yes/no questions by intonation alone. Saying
Pas je dobar?
with a rising pitch will be understood as “Is the dog good?” However, using je li is more explicit and common in formal contexts.
Where does the adjective dobar fit in, and why is it after the verb?
dobar means “good” and here it’s a predicate adjective describing pas (“dog”). The neutral word order for “The dog is good” is Subject–Verb–Predicate, so pas je dobar. Even in questions you keep the same ordering around je li:
